Payroll and Accounting Specialist
Position Summary
The job duties of the Payroll & Accounting Specialist include, but are not limited to, performing payroll processing, health insurance processing, basic accounting, and related administrative support functions. Primary responsibilities include preparing and coordinating the bi-weekly payroll for the City, monthly payroll for the Police and Fire Pension Funds, processing employee changes, and preparing and responding to a number of regulatory reports and surveys. The position is also responsible for quarterly and yearly tax forms and reports and prepares a number of financial reconciliations.
Essential duties and responsibilities may include, but are not limited to, the following:
  • Prepare bi-weekly payrolls for the City. Serve as liaison to decentralized department payroll entry employees. Primary employee contact for general payroll questions and inquiries.
  • Setup and maintain employee access within the City’s time and attendance software.
  • Prepare all payroll related reports including employment tax returns, vendor payments and year-end tax documents.
  • Prepare monthly payroll for the Police and Fire Pension Funds. Prepare all payroll related reports including employment tax returns, vendor payments, and year-end tax documents. Primary contact for payroll inquiries from pensioners.
  • Assist with filings and reporting for the City’s Police and Fire Pension Funds.
  • Manage and maintain payroll and accounting clerical records, and drafts various written correspondence.
  • Prepares and oversees Illinois Municipal Retirement Fund (IMRF) reporting.
  • Prepares and maintains documents associated with the Affordable Care Act, including frequent department and executive reports as well as annual filings.
  • Prepare and assemble payroll documents and schedules for the annual audit process.
  • Initiates and maintains a variety of files and records for information such as personnel, payroll, attendance, budget, production and cost records; maintains manuals and updates resource materials; and organizes and maintains complex technical filing systems.
  • Test ERP system updates as it pertains to the payroll module and test and implement ERP improvements as it pertains to payroll and/or human resources.
  • Maintain and properly store confidential information as required by the City and/or other regulations.
  • Maintain digital and paper files, including document retention and destruction.
  • Assist with preparing responses to Freedom of Information Act (FOIA) requests.
  • Assist with other financial reconciliations or special projects as assigned.
Qualifications/Skills
  • High School diploma or equivalent. An Associate’s Degree in accounting or related field is preferred.
  • Two (2) years of experience in payroll.
  • Two (2) years of increasingly responsible experience in accounting.
  • An equivalent combination of education, training and experience as determined by Human Resources.
  • Proficiency in Microsoft Excel and an ability to learn and use financial software applications; experience with Tyler MUNIS a plus.
  • Ability to effectively operate customary office equipment, including computers and related software, such as Microsoft Office and Windows-based programs.
  • Ability to comprehend, retain and apply City, State, and Federal policies and legislation, i.e. City ordinances, procedure manuals, etc.
  • Ability to keep confidential information.
  • Ability to follow safeguards in place to protect the City and its employees from fraud.
  • Ability to meet strict deadlines.
  • Position requires individuals capable of completing basic mathematical calculations.
  • Must be detail-oriented and be able to work independently and as part of a team.
  • Demonstrate excellent verbal and written communication skills.
  • Financial record keeping and bookkeeping practices and techniques.
  • Principles and practices of auditing financial documents and records.
  • Record keeping principles and practices; correct business English, including spelling, grammar and punctuation.
  • Techniques for dealing with the public, in person and over the telephone.
