Job Description:

SUMMARY

Working under the direction of the Traffic Engineer, the incumbent assists in directing, managing, conducting and supervising the Traffic and Street Light Engineering functions for the City of Fort Wayne. The incumbent is expected to exercise good judgement, independence, initiative, and professional expertise in conducting day-to-day operations. All work duties and activities must be performed in accordance with the City safety rules and operating regulations, policies, and procedures as well as federal, state and local regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the ability to interact with the public, City incumbents, and outside agencies with patience, tact, respect and professionalism and the following. Other duties may be assigned.
  • Assists in supervising the daily operations of the City's Traffic Engineering Department;
  • Oversee roadway and intersection safety;
  • Oversee roadway and intersection operations;
  • Oversee roadway/intersection monitoring;
  • Communicating with the public;
  • Project planning;
  • Design of traffic signals, signs, and markings
  • Review plans for Traffic impacts;
  • Monitor the TRECtheFORT.org website;
  • Develop Traffic Engineering contracts (design and construction);
  • Prepare/review Traffic Impact Studies;
  • Set/manage project budgets;
  • Perform traffic studies and identify roadway safety and traffic improvements;
  • Design signals and systems timing plans;
  • Develop complex maintenance of traffic plans;
  • Monitor traffic related street closures;
  • Layout signs/markings for complex projects;
  • Manage neighborhood traffic calming program;
  • Verifies State and Federal law compliance on projects including PROWAG;
  • Investigates traffic complaints and recommends solutions;
  • Verifies compliance and signs off on transportation plan review of site and development plans through Department of Planning Services;
  • Apply complete streets initiatives guidelines to new projects during budgeting, and design;
  • Attend neighborhood/partnership and miscellaneous stakeholder meetings related to Traffic Engineering projects.

PERFORMANCE EXPECTATIONS

SUPERVISORY RESPONSIBILITIES

The incumbent manages employees in the Traffic Engineering Department in the absence of the Traffic Engineer.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE
  • Any combination of education/experience equivalent to a Baccalaureate in Civil Engineering or related Engineering and one (1) year experience in Traffic Engineering work;
  • Specialized knowledge of engineering principles, procedures, methods and materials related to traffic engineering with at least 5 years of progressively responsible experience in traffic engineering projects.
  • Indiana Engineer Intern in Training (EIT) with ability to obtain Indiana Registered Professional Engineer license within three years of hire. While a professional Engineers license is not required, candidates with an Indiana PE will be strongly considered.
OTHER KNOWLEDGE, SKILLS and/or ABILITIES
  • Broad knowledge of City of Fort Wayne ordnances as relates to traffic items such as street lighting and traffic control devices;
  • Ability to manage the coordination and administration of the planning, designing, construction and inspection of Traffic Engineering projects;
  • Communication skills conducive to maintaining effective working relationships with both public and private sector personnel and to handle citizen complaints;
LANGUAGE SKILLS

Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Contacts with coworkers, other department personnel, government officials, developers, contractors and the general public occur throughout the work to receive/provide information, assist in maintaining project cohesiveness while handling inquiries and complaints.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. The incumbent is responsible for managing several interrelated services within the departments and administration which includes coordinating work, managing projects, providing data/reports, and maintaining positive public relations.

CERTIFICATES, LICENSES, REGISTRATIONS
  • Valid Indiana Driver's License if City vehicle is used;
  • IMSA Workzone Traffic Control Safety & Signs & Markings Level 1 or higher or ability to obtain such within 6 months of hire. This requirement can be waived for candidates that are registered as Professional Engineers in Indiana.

While performing the duties of this job, the employee work can involve high stress situations and frequent changes of environment ranging from an office atmosphere to site visitation. The incumbent is frequently required to lift and/or move up to 50 pounds. The incumbent must be prepared for 24-hour on-call situations arising during natural disasters or infrastructure malfunction. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

The noise level in the work environment is usually moderate but can be loud depending on location.
