Position OverviewThe Payroll Manager holds a pivotal role in ensuring the seamless operation of payroll processes. Responsible for overseeing the accurate and timely processing of multiple payrolls, managing tax compliance issues, and addressing all other payroll-related matters, this position requires adept navigation of complex payroll procedures and regulations, including those governed by the Fair Labor Standards Act (FLSA).
Additionally, the Payroll Manager will play a key role in end-of-year processes, such as year-end tax reporting and issuance of W-2 forms. Moreover, the Payroll Manager will lead integration efforts for any new systems or processes, ensuring smooth transitions and optimal performance. The ideal candidate will demonstrate a strong understanding of payroll processing procedures, local, state, and federal laws, tax regulations, and FLSA requirements, coupled with exceptional leadership and communication skills.
The Payroll Manager contributes significantly to upholding the division's commitment to operational excellence.
Essential FunctionsThe essential functions include, but are not limited to the following:
  • Oversee and manage the end-to-end processing of multiple payrolls with meticulous attention to detail, ensuring accuracy and adherence to strict timelines.
  • Lead and navigate complex tax compliance matters, including payroll taxes, withholdings, and reporting, while staying abreast of evolving regulatory requirements.
  • Directly manage state unemployment systems and taxes, ensuring seamless compliance and minimal exposure to risk.
  • Demonstrate expertise in year-end activities, spearheading W-2 preparation with unparalleled precision and timeliness in alignment with IRS regulations.
  • Promptly and efficiently resolve any payroll discrepancies or issues that arise, leveraging keen problem-solving skills and proactive resolution strategies.
  • Maintain an up-to-date knowledge base of changes in payroll laws and regulations, ensuring unwavering compliance and mitigating potential risks.
  • Foster collaborative relationships with HR and Finance teams to uphold payroll data integrity and accuracy, facilitating seamless cross-functional alignment.
  • Develop and implement rigorous payroll policies and procedures aimed at streamlining processes and driving continuous efficiency enhancements.
  • Provide strong leadership and mentorship to a team of payroll professionals, offering clear direction, constructive feedback, and performance evaluations.
  • Partner closely with operational leadership to deeply understand business needs, ensuring payroll processes are strategically aligned with organizational goals.
  • Establish and monitor key performance indicators (KPIs) related to payroll processing, pursuing opportunities for strategic improvements and efficiency gains.
  • Maintain expert-level knowledge of payroll and tax laws, ensuring steadfast compliance with federal, state, and local regulations, as well wage, hour, and tax laws.
  • Guarantee the accuracy of all transactions, payroll, and related payments, maintaining adherence to company policy and regulatory requirements
  • Resolve complex payroll issues with agility and precision, aligning with company policy and federal, state, and local regulations, as well as wage, hour, and tax laws.
  • Exemplify outstanding leadership skills in orchestrating and executing complex payroll integrations, ensuring seamless assimilation of new systems with precision and regulatory adherence.
  • Exhibit a proven track record in establishing and optimizing interfaces for critical functions such as 401(k) management and field tool application.
  • Demonstrate expertise in balancing payroll accounts, reconciling discrepancies, and ensuring financial accuracy through rigorous audits, with a focus on compliance with regulatory standards.
  • Generate exhaustive payroll reports, conducting in-depth analysis of key metrics, and delivering actionable findings to the executive team, contributing to informed decision-making and strategic planning.
Qualifications/Special Knowledge Skills
  • Proficiency in payroll processing software, with a background in ADP strongly preferred, and Microsoft Office Suite, especially Excel.
  • Commitment to high levels of customer service with a focus on employee satisfaction.
  • Expert understanding of federal, state, and local regulations, wage, hour, and tax law.
  • Excellent analytical and problem-solving skills.
  • Exceptional attention to detail and accuracy.
  • Strong desire to own processes end-to-end.
  • Effective communication, both written and verbal, and interpersonal skills.
  • Flexible and able to excel in a fast-paced environment characterized by frequent change and the pursuit of continuous improvement.
  • Proven experience in leading and managing teams through integrations and process changes.
EducationRequired
  • Bachelor’s degree in Accounting, Finance, Business Administration, or a related field. Certification in Payroll (e.g., CPP) is preferred.
ExperienceRequired:
  • Minimum of 5-7 years of experience in payroll administration or related field.
  • Proven experience managing multiple payrolls and handling tax compliance issues.
  • Previous experience in a leadership or managerial role required.
