ENTRY SALARY: Dependent on Qualifications
POSITION RANGE: $72,000 - $85,000/annum
The Town of Groton, Connecticut seeks a Grant Administrator to work closely with the Office of Planning and Development Services (OPDS) staff and the Finance office to manage and monitor American Rescue Plan (ARPA) grant funds as well as perform oversight of subrecipient contracts. This is a full time, exempt, grant funded position authorized under the ARPA program to perform the duties through December 31, 2026 or as the work exists.

POSITION OVERVIEW:
This limited grant funded position performs project management services and staff support in a wide range of outreach activities, including neighborhood capacity building, social planning activities and project management in support of the Town’s ARPA awardees. The Administrator will review and develop written descriptions of services and supplies, manage the process of seeking quotes, proposals, or bids and compile and analyze data on economic, social, and physical factors affecting the recovery from COVID-19. This position coordinates program assignments with Regional, State, and Federal planning agencies and confers with other town departments, partner organizations, attorneys, builders, developers, and members of the public regarding community recovery matters. Must be familiar with applicable federal procurement and contracting requirements (e.g. 2 CFR Part 200) and work with project managers to ensure compliance.
The position requires considerable ability to establish and maintain effective and courteous working relationships with Town officials, public officials, residents, members of the general public, other departments and agencies, co-workers and volunteers and close working relationship with neighborhood residents, community organizations, agencies, other town departments and consultants. Must have the ability to communicate and present ideas clearly and concisely, both orally and in writing, prepare clear, concise, complete and accurate reports and available to attend night meetings as required to adequately perform the duties of the job.
REQUIRED QUALIFICATIONS:
Bachelor’s Degree in public administration, business administration, accounting, finance, or a similar field, and three years of experience; or any equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job. Master’s degree preferred. Ability to make oral and written presentations. Sound computer and internet skills, including advanced knowledge of excel (spreadsheets, pivot tables, programming), Google suite, Microsoft Office, Zoom, Social Media, and data base management with some familiarity with GIS. Knowledge of municipal operations and federal grant programs preferred. Bi-lingual or multi-lingual desired.
Criminal background, drug testing, and driving record checks required prior to employment.
REQUIRED CERTIFICATIONS/LICENSES:
Valid Motor Vehicle Operator’s License.
