Job DescriptionSummaryYou will serve as an ENGINEER/SCIENTIST (Technologist) in the Systems Engineering Department (E) within the CAD/PAD Division (E2) of NAVSURFWARCEN IH DIV.
This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15.

  • You will lead programs involving Research and Development for Aircraft Escape Systems, Stores Release System, Missiles, Aviation Life Support and Fire Suppression System in support of all customers assigned.
  • You will be lead the design, development, qualification, and service release of Cartridge Actuated and Propellant Actuated Devices (CAD/PAD) and other energetic and non-energetic devices for various military systems.
  • You will provide supervision and leadership to a team of engineers, technicians, analysts, and personnel involved with supporting and sustaining (CAD/PAD).
  • You will organize and plan new and on-going work for technology transition efforts for (CAD/PAD).
  • You will be responsible for preparing written plans and reports and making presentations to interested parties on program/project status, problems, milestones, scheduling, cost, etc.

QualificationsIn addition to the basic education requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, ND-04 (GS-12/13 equivalent grade level) in the Federal service or equivalent experience in the private or public sector. EducationApplicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:FOR 08XX: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

  • Successfully completed a bachelor's degree or higher in physics, or a related degree that included at least 24 semester hours in physics. Courses must have included a fundamental course in general physics and, in addition, course in any of two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.
