In accordance with Executive order 11246 (as amended), the College of Marin is an Equal Opportunity Employer.Position OverviewUnder the direction of the Chief of Police, the Police Sergeant plans, supervises, assigns, reviews, and participates in the work of law enforcement staff involved in traffic and field patrol, investigations, crime prevention, community relations and related services and activities; oversees and participates in all work activities; coordinates activities with other agencies; and performs a variety of administrative and technical tasks relative to assigned areas of responsibility. The Police Sergeant is responsible for the efficient and effective operations for a designated shift and for partial leadership in the absence of the Chief of Police. The position ensures that work shifts are adequately staffed with police officers and support staff. Protects District property by carrying out pro-active programs and traditional law enforcement procedures; and enforces California Vehicle Code, State Penal Code, Education code and District regulations.
Essential Functions- Plans, prioritizes, assigns, supervises, and reviews the work of sworn law enforcement staff involved in traffic and field patrol, investigations, crime prevention, community relations and related services and activities; supervises non-sworn staff as assigned.
- Supervises and participates in the work of Police Officers who are assigned specified duties. Guides, assists, and instructs officers in handling of non-routine cases.
- Briefs officers and deploys them to site assignments in accordance with the needs of the District.
- Supervises and evaluates the performance of assigned staff; interviews and participates in selecting employees; trains, counsels according to established policies and procedures.
- Supervises and participates in traffic incident and criminal investigations.
- Coordinates and supervises officer participation in training courses related to the work of the department or required by P.O.S.T.
- Receives and reviews crime, incident, and arrest reports. Ensures such reports are correctly and properly written and submitted the appropriate law enforcement or prosecuting agency in a timely manner.
- Prepares activity reports and reports on cases investigated, operates district vehicles.
- Prepares and reviews with campus and District administrators, periodic crime report summaries.
- Establishes standards, monitors performance, prepares and conducts performance evaluations, monitors remedial actions and employee development goals, and recommends commendations of Police Officers.
- Recommends and assists with implementation of goals and objectives for the department, implements duty schedules and methods for providing effective services, and implements District and department policies and procedures.
- Interviews prospective candidates and conducts background investigations for employment within the police department.
- Evaluates operations and activities, recommending and implementing improvements and modifications, preparing outcome-based reports.
- Contacts and cooperates with other law enforcement agencies in matters relating to interdepartmental relations and mutual aid support.
- Reviews and maintains department policies, regulations and operational procedures. Ensures that officers understand and perform in compliance with established policies, regulations, and procedures.
- Supervises training of new officers on district and departmental policies, procedures and activities. May serve as a training officer.
- Conducts regular and recurring inspection of personnel and equipment.
- Receives information or complaints in person at department headquarters, via email or by radio.
- Oversees a variety of record keeping activities of Public Safety Officers.
- Supervises and participates in the preparation of reports for various cases including cases going to trial; prepares supplemental reports as required; appears in court to present evidence and provide testimony as required.
- Provides leadership consistent with the mission and function of the District; understands the uniqueness of law enforcement in a collegial environment, and remains sensitive to the safety needs of students, faculty, and staff.
- Provides leadership and demonstrates by example a community policing model for this District, including participation in committees, shared governance, crime prevention and other problem-solving approaches to law enforcement in education.
Other Functions:- Performs related duties as assigned; conducts special projects as assigned.
Requirements & DesirablesREQUIREMENTS- High School diploma or equivalent supplemented by specialized, successful training in law enforcement by a recognized academy; and
- Three years of increasingly responsible experience in a P.O.S.T. law enforcement agency with one (1) year at the supervisory level or equivalent; and
- A combination of the education and law enforcement experience required to qualify for the Intermediate P.O.S.T. Certificate; and
- Possession of a California P.O.S.T. Intermediate Certificate and agree to complete all requirements to obtain the P.O.S.T. Supervisory Certificate within 12 months from the appointment to the position; and
- Possession of, or ability to obtain, an appropriate, valid driver's license; and
- Possession of current First Aid and CPR cards; and
- Demonstrated sensitivity to and an understanding of the diverse academic, socioeconomic, cultural and ethnic backgrounds, disabilities and learning styles of community college students and staff.
DESIRABLE QUALIFICATIONS- Experience in supervising other sworn and civilian police personnel

- Commitment to and training in Implicit and Unconscious Police Bias, which includes:
- an awareness of police officers' own internally held bias' and prejudices;
- harmful racial and other stereotypes that are pervasive in society;
- methods and tools to act in an operational capacity in a non-biased way.
- Experience interacting with a diverse community, establishing a sense of personal safety and promoting the public trust throughout the community. Patrols may include a mixture of vehicular, bike, foot, or stationary assignments. Integrate professional knowledge and duties with the culture of the academic environment to accomplish department goals and objectives.
- Experience facilitating programs, meetings, and other community activities or projects in support of department's mission and safety awareness for the campus community.
- Dedication to promoting a positive work environment. Is creative and innovative in suggesting crime prevention and other educational presentations and participate in community events that encourage the same.
- Maintain rapport with students, faculty, staff, and representatives of local law enforcement agencies.
- Communicates effectively with students, in a multi-ethnic setting, and can interact effectively both formally and informally with faculty, staff, outside agency personnel and the general public.
PHYSICAL/OTHER REQUIREMENTS- Occasionally work near moving mechanical parts; in high precarious places; and is occasionally exposed to wet and/or humid conditions, fumes, or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat and vibration. The noise level in the work environment is usually moderate.
- Physical Activities: Climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, finger dexterity, grasping, feeling, talking, hearing, smell, repetitive motions. The employee must occasionally lift and/or move more than 50 pounds.

- Principles and practices of disaster and emergency response.
- Police science practices and principles, including: the laws of arrest, search and seizure; theory and practice of police supervision and management, fundamentals of police science; rules of evidence; vehicle code and traffic control; court procedures and appropriate safety precautions and procedures.

- COVID-19 Vaccination Status: All employees new to the District who access campuses or other District facilities, and/or participate in off-site work in-person for the District, must be fully vaccinated against COVID-19, prior to employment unless approved as exempt due to verified medical or religious reasons (as defined in federal or state laws and regulations).
- California Education Code, Section 87408.6 requires persons employed by a community college in an academic or classified position to submit to a TB risk assessment developed by CDPH and CTCA and, if risk factors are present, an examination to determine that he or she is free of infectious TB; initially upon hire and every four years thereafter.
- In accordance with Federal Law all employees must provide proof of eligibility to work in the United States.
- DISASTER SERVICE WORKERS: All Marin Community College District (MCCD) employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the MCCD requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency. Supervisory employees are members of the California Public Employees Retirement System (CalPERS), to which the member contributes up to 12.25% of their reportable compensation on a monthly basis.

Salary Range: S2
Starting Salary Range: $8,117 - $8,957/monthly (Step 1 - 3). Normal entering step is step 1.
