The Treasurer is elected at-large for a four-year term and provides direct service to all Loudoun residents and businesses. The principal functions of the Treasurer’s Office include: billing and collecting taxes for real and personal property, business licenses, and other services as specified by the Code of Virginia and local ordinances; acting as primary depository of revenue for all County agencies, including Loudoun County Public Schools (LCPS); investing and safeguarding County funds; reconciling County funds to bank and investment accounts; and providing outstanding customer service to taxpayers, County staff, and LCPS staff.
Job SummaryThe Loudoun County Treasurer’s Office is currently seeking highly qualified applicants for an Investment Analyst.
The successful candidate will work directly with the Investment Officer and the Treasurer to manage the County’s investment portfolios, perform cash management and treasury functions. The position is responsible for but not limited to the following: analyzing cash flow needs for the county by maintaining adequate liquidity and investments in the county portfolio, researching and assisting in investment selections in accordance with State and local investment policies; making sure all policies and procedures are in compliance to state code; provide relationship support between the County and primary financial institutions and facilitating with County departments for any future banking service needs; assist in all treasury cash management responsibilities for the County; safeguarding county assets by staying up to date with risk management and fraud procedures; assist in all banking related RFP processes; preparing account registration for new bond accounts and maintaining bond issue accounts; preparing and presenting financial reports to Executives or Elected Officials; handling of special projects as assigned, and collaborating with the Investment Officer in a team environment.
The successful candidate must be exceptionally detail oriented with excellent oral and written communication skills and be proficient in Microsoft Office products. Applicant must demonstrate the ability to multi-task in a time sensitive environment and be able to proactively work independently.
Hiring salary commensurate with experience.
Minimum QualificationsRequires any combination of education and experience equivalent to a Bachelor’s Degree in Finance, Accounting, or a related field and four (4) years professional level and portfolio management experience. Working knowledge in financial reporting and banking services required. Working knowledge of Bloomberg Terminal preferable.
Job Contingencies And Special RequirementsEmployment is contingent upon satisfactory completion of a criminal background and credit check.
Candidate should possess the ability to plan, direct, coordinate and implement cash and treasury management programs county-wide and demonstrate prior experience in developing cash flows.
Normal working hours are Monday through Friday from 8:30AM to 5:00PM with mandatory overtime during tax deadlines.
