Job Description
Job Title: Support Services Specialist
Full time position with scheduled overtime after training
Salary Range: $18.06 - $18.79 per hour plus 50 cent/hour shift differential
JOB SUMMARY:
This non-exempt civilian position is located within the Police Department and reports to of the Office of the Chief of Police, under the direction of a commissioned Support Services Commander, and supervised by a non-commissioned Support Services Supervisor. The Support Services Specialist is in a highly visible and detail-oriented position with continuous contact with the public and other law enforcement and emergency service agencies. The incumbent uses a computer-aided dispatch (CAD) system, receives emergency and non-emergency calls from the public requesting police, fire, medical or other emergency services on behalf of the City of Mustang to citizens, patrons and officials. The Support Services Specialist’s general job functions require computer proficiency, routine typing and data entry, filing of reports, submitting information to other agencies as required and all tasks as required. Specialized skills, knowledge and abilities, will require training in perpetuity focusing on roles within the communications department, records department, and municipal detention facility.
The Support Service Specialist’s primary role evolves around the communications department. The Support Service Specialist is often the public’s first interaction with emergency services and this member makes critical judgements as to what resources to utilize. They will determine the nature and location of the calls for service; determine priorities, and dispatch police, fire, ambulance or other emergency units as necessary and in accordance with established procedures. They will receive and process emergency and non-emergency calls for service, maintain contact with all units on assignment, maintain status and locations of police and fire units; monitor alarms, enter initial data, updates and retrieve information from a variety of computer systems, files and sources. Requests from staff will include providing immediate information regarding vehicle registration, driving records, warrants, and pertinent data to requesters, while also monitoring several complex public safety radios and communications equipment, including radio consoles, telephones, video and computer systems. The incumbent must be capable of multi-tasking in normal and high-stress situations. Within the communications center, the incumbent is directly responsible for receiving, documenting, overseeing, and supervising prisoners held in the municipal detention facility, and all other duties as assigned.
Notice: This classification is a “safety-sensitive” position as defined by the Oklahoma Standards for Workplace Drug and Alcohol Testing Act and/or the Oklahoma Medical Marijuana laws. As a “safety-sensitive” classification, incumbents will be subject to drug and alcohol testing, including random testing. Marijuana is one of the substances included in the drug panel screening. Possession of a medical marijuana license will not excuse incumbents from the testing process, or the consequences of testing positive for marijuana.
DUTIES AND RESPONSIBILITIES
TELECOMMUNICATIONS
The incumbent exchanges information between multiple service providers and users via telephone, teletype, fax, computer, email and radio. The incumbent must be able to pass a certification process in emergency communications and teletype operations. Some examples of this function include:
  • Receiving complaints from citizens and documenting pertinent information.
  • Routing citizen’s calls and inquiries to proper personnel, service or department.
  • Relating ordinances, policies and methods to citizens relevant to a reported problem.
  • Receiving and forwarding radio traffic regarding information and documenting such.
  • Receiving, composing, forwarding and routing teletype information.
  • Providing resources to staff and citizens based on a well-versed knowledge of department and city functions, as well as understanding the geographical area necessary to assist tasks.
DETENTION OPERATIONS
Incumbents document prisoner histories, receive property and supervise prisoners according to well-defined practices. The incumbent must be able to pass a jail certification course approved by the Oklahoma Department of Health and pass a first aid and CPR certification. Examples of tasks include:
  • Receive and book prisoners into facility.
  • Secures prisoner property held until released.
  • Occasionally, perform a limited safety search of prisoners prior to facility placement.
  • Oversee prisoners, log prisoner activities, and ensure prisoners receive meals, receive necessary medical attention, and request officer maintenance of prisoners as needed.
  • Receives cash bonds/fines or other means for prisoner release, documents/files time of release, with return of detainee personal property.
  • Insure all that all prisoner-booking documents are accurately recorded and properly acquired; and all documents/computer entries are completed per department guidelines.
  • Maintain responsibility for monetary integrity, by documenting all monies received from prisoner property and/or cash bond payments.
CLERICAL PROCEDURES
The incumbent is required to produce written documents and engage in the exchange of information, as well as performing typical duties following well-defined office practices. Some examples include:
  • The ability to handle multiple windows, programs, and conduct simultaneous operations and queries within various computer operating system.
  • Performing computer data entry and retrieval, for all types of calls, and detainee care.
  • Performing computerized file organization.
  • Completing physical and computerized forms and reviewing forms provided by others.
  • Sorting and filing all departmental documents.
  • Maintaining accountability for accurate money handling/filing of bonds and fines for jail detainees.
  • Routinely handling confidential and sensitive information.
  • Maintaining information integrity and security at all times, sharing only as needed and lawful.
When the Support Services Specialist serves in the Record Department specific role, additional duties include but are not limited to:
  • Filing of police patrol and criminal investigation reports submitted department officers.
  • Preparing documents for presentation to municipal and district courts.
  • Problem solving and error correction as necessary to resolve conflict within reports.
  • Validating necessary reporting statistics and generation of documents as requested.
  • Knowledge and education regarding records keeping policies, practices, and compliance with Oklahoma Open Records Act provisions and legal instruction.
  • Functioning as a liaison between the Police Department with criminal, civil, and media requests for information; with timely production of records and ability to meet deadlines.
OTHER DUTIES
This position, at the discretion of the Office of the Chief of Police and may be combined or directed in assignment with duties as required.

MINIMUM QUALIFICATIONS
  • United States Citizenship
  • High School diploma or GED equivalency
  • No felony record, criminal record, or crimes involving moral turpitude which would prevent an applicant from obtaining necessary criminal justice related certifications
  • Successfully pass background investigation and mandatory initial drug and alcohol testing.
  • Computer and keyboard entry experience is required.
  • Must possess accurate typing skills.
  • Possess a clear and precise speaking voice and be free of any hearing impairment.
  • Must be able to multi-task, often under high-stress situations.
  • Must be able to manage multiple conversations at the same time.
  • Must complete the Police Department’s training program and the probationary period.
