Basic Purpose of the Job:
Under supervision, inspects buildings and issues permits. Recommends changes to codes, attends meetings, hearings and presents views on inspections. Provides enforcement pertaining to building codes, municipal codes and zoning.
Essential Functions:
(Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics. The list of tasks is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and tasks performed by positions in this class.)
  • Review permit applications for fences, plumbing, gas, mechanical, solar projects and issues permits as a backup of the Building Services Technician. Accept "over the counter" building permit applications for decks, sheds and similar projects and reviews for code compliance as assigned.
  • Inspect residential, commercial, industrial, and other buildings during construction to insure that components meet provisions of International building codes and City specifications and standards. Keep record of inspections performed, actions taken, and corrections recommended and secured. Issue Certificates of Occupancy on completed construction activity.
  • Inspect building projects constructed for the City by outside contractors for compliance to plans and specifications.
  • Inspect building internal water supply systems, drainage and sewer systems, and air and gas piping systems for approved materials, specified pipe sizes and connections, required grade and fitting and ventilation.
  • Provide general public information and education on City codes and procedures. Work with citizens and contractors to ensure compliance.
  • Answer inquiries from the public related to compliance with structure design standards and regulatory practices. Respond to citizen complaints regarding potential code violations. Investigate and determine existence of housing, health, public safety, property maintenance, and building code violations. Recommend corrective actions to bring about compliance; determine time frames for compliance achievement; issue notices of violations and citations.
  • Investigate building code violations and code enforcement of municipal codes. Respond to citizen complaints regarding code violations. Monitor construction activity within City limits for "construction without a permit" and property maintenance violations. Issues violation notices and letters of non-compliance.

Job Requirements:
  • High school diploma or general education degree.
  • Two (2) years college and five (5) years experience in the building and construction field or any equivalent combination of education and experience.
Licensures & Certificates (must be active and current.):
  • High school diploma or general education degree.
  • Current Colorado driver?s license with acceptable record.
Physical Requirements and Work Environment:
Must possess ability to work in a standard office setting; attend meetings at various sites within and away from the City with some evening and/or weekend hours required; strength to lift and carry materials up to 50 pounds; vision to read printed materials and a computer screen; and hearing and speech to communicate with employees and the public. Works primarily in clean, comfortable office environment; subject to many interruptions and pressure due to multiple calls and inquiries. Outside work, with exposure to elements, may require driving and walking during inclement weather.

Retirement Plan: A defined contribution investment program for non-sworn employees. The City will match dollar for dollar up to 8% of your gross base wages. Sworn Police Officers are enrolled in a defined benefit investment program through FPPA.
