County of Orangeburg is Hiring a PURCHASING AGENT Near Orangeburg, SC

The purpose of this job is to prepare and issue purchase orders for goods and services for all County departments in accordance with established procurement policies, procedures and standards.
This class works under close to general supervision according to set procedures but determines how or when to complete tasks.
Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
  • Assist department personnel with procurement needs.
  • Obtain quotes for the purchase of goods and services.
  • Inputs new and updated information to maintain the databases of procurement systems used for creating purchase orders, requests for payment authorization, procurement card program, vendor registration and issuing bids.
  • Prepares formal and informal bids for opening by verifying each bid received. Opens and tabulates hard copy and electronic bids to determine lowest responsive and responsible bidder and makes recommendation for awards to Procurement and County department staff.
  • Receives and issues inventory to requesting departments and bill appropriately.
  • Orders fuel for Police and Public Works Departments.
  • Performs other duties and related work as instructed and assigned.
Minimum Education and Experience Requirements:
  • Requires High School graduation or GED equivalent.
  • Requires six (6) months of experience in accounting; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.

  • None.
Reasoning Ability, Mathematical and Language Skills:
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Physical Demands:
Performs sedentary work that involves sitting most of the time but may involve walking or standing for brief periods of time; requires little or no dexterity. The employee must occasionally lift and/or move up to 10 pounds.
