City of Ottawa is Hiring a Chief Building Official Near Ottawa, KS

The City of Ottawa Neighborhood and Community Services Department is currently recruiting for a ChiefBuilding Official. Under the supervision of the Director of Neighborhood and Community Services, the Chief Building Official is responsible for work in the enforcement and administration of all construction codes/regulations of the City. Responsibility extends to the examination of building plans before permits are issued, inspection of buildings during construction, and enforcing compliance with construction standards. The employee's work and actions are subject to general policy determinations of the Director of Community Development. The employee will review and recommend the adoption of all construction codes and ordinances.Essential Job Functions:

  • Manage the activities and operations of building inspection, from plans to on-site inspection.
  • Supervision of Development Assistant and Building Inspector.
  • Interpret code and review plans, blueprints, site layouts, specifications, and construction methods to ensure compliance with legal requirements and safety regulations, including engineering calculations and reports.
  • Conduct and coordinate plan review process, including maintaining records of plan review results and status, monitor review progress, and identify any issues with deadlines.
  • Receive, review, and make recommendations for contractor applications for electrical, plumbing, mechanical, and general contractor licenses.
  • Prepare documents for adoption of rules, regulations, and new code standards and present information when needed to appropriate boards.
  • Present reports to the City Commission, including necessary property maintenance code.
  • Act on behalf of Department Director in any absence.
Ancillary Job Functions:
  • Assist the public in completing permit applications and understanding code requirements, including zoning and floodplain, and ensure permit issuance.
  • Coordinate with environmental codes conformance and regulations.
  •  Provide staff support to assigned boards and commissions, in particular Board of Construction Appeals
  • Supervise licensing of all contractors in the city per the adopted code.
  • Assist other departments and perform other related duties as assigned.
Education and Experience: (Combination of education, training, and experience will be considered)
  • College degree in Architecture, Engineering, or construction-related field.
  • Minimum seven years of increasingly responsible experience, including two years of administrative and supervisory responsibility.
  • Combination Commercial Building Inspector certification by International Code Council (ICC) required, Certified Building Official and/or Plans Examiner certification preferred. Certified Building Official must be obtained within one year of employment.
  • Must maintain a valid driver’s license.
Knowledge, Skills, and Abilities: (not all inclusive)
  • Knowledge of international building, plumbing, mechanical, and electrical codes; construction materials and methods; and federal, state, and City regulations.
  • Ability to deal with difficult citizens in a calm and patient manner.
  • Ability to operate computer, multi-meter, and other related equipment.
  • Ability to read and interpret construction plans.
  • Strong verbal and written communication skills.
  • Ability to establish and maintain effective relationships with other employees, contractors, business entities, and the general public.
  • Ability to effectively organize and prioritize work as well as concentrate on multiple tasks simultaneously.
  • Ability to work under general supervision and make responsible decisions.
  • Ability to use good judgment and think quickly and rationally in difficult or stressful situations.
Work Environment:
  • May be required to work in confined spaces, hazardous traffic conditions, or high/dangerous places.
  • May be exposed to wet/humid conditions, inclement outdoor weather, vibration, extreme temperatures, airborne particles/fumes, moving mechanical parts, risk of electrical shock, potentially hazardous bodily fluids, potentially hazardous or cancer-causing agents/chemicals, or loud noise levels.
  • May be occasionally required to wear a respirator.

  • Must be able to talk, hear, feel attributes of objects, grasp, push, stand, walk over uneven terrain, drive, reach with hands/arms, stoop, kneel, crouch, crawl, climb, and balance.
  • Must be able to have repetitive wrist/hand/finger movement and manual dexterity.
  • Must have precise hand-eye coordination, clarity of vision, three-dimensional vision, and ability to identify/distinguish colors.
  • Must be able to lift up to 50 pounds.
  • Regular attendance is a necessary and essential function.

Range: $87,422.40-$96,158.40

Residency: Regular, full-time employees are required to establish and maintain residency within a driving distance of 35 miles of Ottawa City Hall within one year from hire.
