PARSONS HOUSING AUTHORITY is Hiring a Maintenance Technician I Near Parsons, KS

Broad Scope of Duties

Performs skilled housing maintenance, repair, and renovation of federally assisted housing units and community buildings; performs related work as required. The principal function of this employee is to perform routine, skilled maintenance work on public housing units in such areas as plumbing, heating and air conditioning repair, dry-wall repair, lighting fixtures, painting, carpentry, and other building trades. The principal duties of this class are performed indoors, but work is also done in an outdoor environment that may involve adverse weather conditions and related hazards.

Reports To:

Works performed under the supervision of the Working Maintenance Supervisor, but some leeway is granted for the exercise of independent judgment and initiative.

Major Duties:

  • Responds to and completes all work orders, either emergency or routine, consisting of plumbing, electrical or general dwelling repairs
  • Renovates vacant units on a continual basis, which includes repairing floors, doors and walls, interior and exterior painting, cleaning, cuts keys, etc
  • Performs rough and some finished carpentry work in tearing down and rebuilding partitions, floors, cabinets, drawers, etc
  • Troubleshoots and repairs various problems related to heating and air conditioning units, plumbing and electrical remodeling, wall and floor tile projects, etc
  • Maintains Public Housing grounds by pruning trees and shrubs, removing debris and graffiti, mowing lawns, maintaining water systems, mows and trim lawns and shrubbery, using mowers and hand and power trimmers, and clears debris from grounds etc.
  • Completes occupied repairs (work orders) generated by annual and special inspections and tenant and non-tenant requests. Assists with annual physical inspections of all PHA properties.
  • Fills out associated paperwork including move-in and move out inspection forms, work order forms, daily work order logs, etc
  • Inspects drive motors, belts, fluids, filters, and other equipment related physical maintenance duties
  • Performs miscellaneous duties including coordinating work with contractors, working with the tenants to resolve any problems that may arise, etc
  • Performs all work duties and activities in accordance with housing authority policies and procedures
  • Works in a safe manner and reports unsafe activity and conditions
  • Performs special and emergency projects as needed
  • Available for major building system emergencies after hours if necessary
  • Improves operations, decreases turnaround times, streamlines work processes, and works cooperatively and jointly to provide quality of service
  • Removes snow from sidewalks, driveways, and parking areas, using snowplows, snow blower, snow shovel, and spreads snow melting chemicals
  • Performs other related duties as required

JOBREQUIREMENTS:

Knowledge of: Plumbing, electrical, and other building maintenance tasks; Common purpose power tools, hand tools and materials used in building and grounds maintenance work; Basic carpentry techniques; Occupational hazards involved in building maintenance work; Routine preventative maintenance, building systems, and physical condition of buildings and properties. Methods, practices, tools, and materials used in building maintenance, repair, and alterations; Technical programs knowledge including standards for building requirements for handicap accessibility; lock out tag out procedures and safety.

Ability to:

Work independently; Plan and organize; Ability to communicate (both verbally and in writing) with building management staff and tenants; Work from sketches, blueprints, building plans, etc.; Write reports accurately and concisely; Perform work assignments efficiently and safely in accordance with instructions; Understand and follow oral and/or written policies, procedures and instructions; Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines; Quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology; Demonstrate integrity, ingenuity and inventiveness in the performance of assigned tasks; Maintain effective working relationships with customers, other employees, supervisory personnel, and the public; Use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions. Must be physically capable of operating vehicles safely, possess a valid driver's license and have an acceptable driving record.

EDUCATION AND EXPERIENCE

Acceptable Experience and Training: High school diploma or GED equivalency; and three years experience in apartment or building maintenance, vocational training and/ or experience in areas of general repairs, carpentry, plumbing, air conditioning and electrical repairs, or an equivalent combination of education and experience. Ability to read and write English., ability to read and understand repair manuals, and instructions/warning on cleaning agents; write service requests, maintenance reports, and inspection reports.

Special Qualifications: Valid State of Kansas Driver’s License and ability to operate heavy equipment used in maintenance, construction and repair activities.

PHYSICAL DEMANDS:

Essential Physical Abilities: Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively; Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to read blueprints and other work diagrams, and to safely use cleaning supplies and buildings and grounds maintenance equipment and other tools in the performance of work; Specific vision abilities by this job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus; Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to climb ladders, operate tools, materials and equipment involved in maintenance and cleaning activities; Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to work in indoor and outdoor conditions, and to perform physically demanding duties common to the maintenance trade, including lifting and moving heavy objects, stooping, reaching, entering confined spaces, operating grounds maintenance equipment, etc. The employee is frequently required to stand and occasionally required to walk, talk or hear, sit, climb or balance, stoop, kneel, crouch or crawl, and smell. Employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds.

PHYSICAL DEMANDS AND WORK CONDITIONS: The employee must operate hand and power tools and equipment. Normal physical activity can be strenuous and may involve prolonged standing, walking, reaching, bending, crouching, stooping, and lying prone. The employee must use arm strength to manipulate hand tools such as saws, sanders and jointers. The employee must occasionally push, pull, and/or lift objects up to and over 25 pounds. The employee works indoors and outdoors and is exposed to weather extremes. The employee may occasionally be subject to electrical shock hazards, dangerous heights, dangerous chemicals, and skin irritants (e.g., cleaning solutions, solvents, insecticides). The employee may be required to use goggles, gloves, safety boots, and other safety equipment.
