PRIMARY FUNCTION:
Treasury point of contact for investment account set up, performance tracking, and maintenance with responsibility for completing directives
ESSENTIAL FUNCTIONS:
- Prepares cost/benefit analysis for various program additions or changes.
- Interprets financial trends and project profitability analysis with respect to overall business decisions and capital priorities. Conducts independent research.
- Performs complex statistical, cost, and financial analysis of data reported in the various financial systems and recommends action to Management Team
- Uses various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages to assemble, manipulate and/or format data and/or reports.
- Performs complex statistical, cost, and financial analysis of data reported in the various financial systems and recommends action to Management Team
- Monitors Daily cash position and forecasting reports to ensure appropriate liquidity
- Independently facilitates cash transfers to and from Short and Long Term Investments
- Process Bond drawdowns in coordination with Finance Team
- Prepares analysis and ROI materials for strategic ventures

- Performs complex statistical, cost, and financial analysis of data reported in the various financial systems and recommends action to Management Team
- Analyzes and manages projects/workflow of University programs on a retrospective and prospective basis. Reviews, adjusts and analyzes financial and operational aspects of current programs and future Strategic Plan projects, prepared by operating divisions.
- Prepares cost/benefit analysis for various program additions or changes.
- Interprets financial trends and project profitability analysis with respect to overall business decisions and capital priorities. Conducts independent research.
- Assists in the development of investment policies
- Monitors and makes appropriate trades as directed to investments so that they fall within policy compliance, asset allocation models, manager selection/relationship, consultants and custodian relationships for portfolios valued in excess of $2 billion (traditional and alternative investments) – for the entire TJU and Jefferson Health entity
- Liaison to all auditors, internal and external, for the entire Investment portfolio which includes the gathering of all investment documents, reconciliation of changes in Net Asset Values, and the assignment of leveling for FAS 157 purposes.
- Assist with the issuance of long-term debt (Enterprise wide).
- Manages and maintains long-term debt relationship with issuing banks, manages individual CUSIP requirements from issuing bank upon Jefferson’s contract, analyzes all bank requests prior to issuing bond debt service to Jefferson investors, requests drawdowns for Enterprise wide projects on bonds which are not fully drawn and manages/maintains all debt service records in deal management system.
- Responsible for recommendation of re-investing upon direction,of funds to keep true to target allocations, maintaining investment accounts with all investment banks.
- Responsible for the operational tasks for investing new monies into the Long Term Pool. Pension Funds and ,EWC for TJU and Jefferson Health..
- Reviews Enterprise performance on a daily, monthly, quarterly,and annual basisand unitizes market values by entity ownership and distributes to all Jefferson entities.
- Acts as Jefferson liaison to Enterprise partners investment related questions and to assist in allocation reconciliations..
- Affects the liquidation of investments accounts and acts as a liaison between transitional manager, custodial bank, and investments managers. Responsible for timely liquidation and re-investment of funds. Has authority to renegotiate timelines as needed to assure that Jefferson liquidates with the most favorable market value available within the timeline and to buy into new funds which may offer early investment.
- Acts as Jefferson’s liaison to external managers.
- Manages bridge-loans to external managers if approved by Treasurer/CIO.
- Assists with information gathering for surveys, rating agency proposals, Appendix A
- Lead Functional Analyst for Treasury system responsible for system set up, maintenance, upgrades, testing, and configuration.
- Faciltates stock transfers and determines liquidation based on market conditions
- Other duties as assigned .
EDUCATIONAL/TRAINING REQUIREMENTS:
Bachelor’s Degree Finance or Accounting
