Position Summary

With the support of reporting executives and managers - plans, directs and formulates policies, sets strategy and provides the overall direction for the development and delivery of products or services, within the parameters approved by the President of Community Hospitals, Directors Council or other governing bodies. Maintains broad latitude to identify, plan, and direct the overall direction and strategies needed to ensure success within broad parameters established by the President of Community Hospitals, Directors Council and other governing bodies. Accountable for ensuring that the organization operates consistently with the overall Mission, Vision, and Values, Strategic Framework, and Goals. Directs systems for change management to significantly evolve the organization and accountable for a positive organizational culture to influence work attitudes and enhance job satisfaction. Responsible for the development and implementation of organizational goals and action plans in coordination with the strategic planning process. Ensures that policies, procedures, and practices result in clinical, service and operational excellence. Works in partnership with others in ensuring alignment of Mission, Vision and Values. Leads the management team and functions as a key liaison between the leadership team, physician partners and governing bodies.
Scope:
ECU Health North Hospital is a part of ECU Health which is a mission-driven, 1,708 bed health system that annually serves more than 1.4 million people in 29 eastern North Carolina counties. The not-for-profit system is made up of more than 14,000 employees, nine hospitals, home health, hospice, wellness centers. ECU Health North Hospital, is fully accredited by the Joint Commission on Accreditation of Healthcare organizations; and has an accredited Sleep Lab and Joint Care Center. The Hospital is licensed for 204 beds, including a nursery and offers an array of medical and surgical services, including 24-hour emergency care, Heart and Vascular program that includes interventional cardiology; backed by the latest technology. Approximately 800 team members and a staff of more than 60 physicians represents most medical specialties. ECU Health is affiliated with The Brody School of Medicine at East Carolina University. As a major resource for health services and education, ECU Health has a mission to improve the health and well-being of eastern North Carolina.

Responsibilities

Participates in the development of strategy for mission integration and community benefit plans and assigns responsibilities and allocates resources accordingly.
Ensures the mission integration function coordinates effective care and ethics services.
Provides support to Directors Council and other governing bodies and its committees.
With assistance and guidance from the office of general counsel, develops and/or revises corporation by-laws and charters for board committees.
In conjunction with the President of Community Hospitals, develops agendas and meeting materials to facilitate an efficient and effective governance process.
Attends all meetings of Directors Council or other governing bodies as well as meetings of committees, as appropriate.
Provides regular reports to the Directors Council or other governing bodies as a standing agenda item for each regular meeting.
Plans and provides for organized Directors Council education.
Advises the Directors Council on potential members and assists in ensuring that the potential member is properly constituted in terms of background qualifications and diversity.
Ensures the development of plans are commensurate with market and financial analyses in order to improve and sustain the market position and financial viability of the organization and to meet the needs of communities and publics served.
In cooperation with appropriate leadership and related clinical staff, develops clinical programs and formulates business plans accordingly.
Ensures evaluation of programs for fit with the Mission, Vision, Values, and organizational culture.
Represents facilities and programs to various public constituencies, professional associations, business coalitions and governmental authorities.
With assistance of operational and clinical leaders, analyzes patient satisfaction results and formulates appropriate responses and action plans.
Ensures that all staff are oriented and trained regarding service excellence expectations, principles, and protocols, in accord with the overall service excellence program.
Ensures clinical excellence of the care provided by physicians and other clinicians.
Ensures the effective administration and updates of policies, standards, and metrics to track and measure the appropriateness and efficacy of treatments and/or diagnostic procedures provided by clinicians and staff.
Ensures the effective administration and updates of processes to support continuous learning and improvement based on quantitative and qualitative information regarding patient outcomes and experiences.
Ensures the effective administration and updates of pro-active risk management and patient safety programs.
Partners with key stakeholders to ensure management decisions are commensurate with analyses as well as in compliance with applicable governing and regulating bodies, licensure, laws and regulations.
Facilitates positive relationships and communications between departments and key stakeholders, through various means, such as conducting and attending meetings, rounding, having one-to-one communications, and generally being visible and accessible to colleagues and staff.
Partners with the key stakeholders to organize, manage, and integrate delivery of services to achieve success in financial, operational and service excellence.
Plan and manage cost effective use of staff and resources, monitors and improves delivery of services to meet organizational needs and services.
Evaluate and continuously improve service delivery through data collection, planning and implementation to meet organizational needs.
With the assistance of assigned financial staff, reviews periodic financial statements and reports, and makes changes in resource allocation, spending, and other relevant business activity, to ensure the financial viability and budget compliance.
Supports and adheres to the financial controls and related policies and procedures and ensures that administrative and business activities are conducted in support of operational excellence.
With the support of and in coordination with the Human Resources and Organization Development function, maintains positive personnel relations and strives to be an employer of choice by ensuring that employee questions and concerns are addressed responsively.
Ensures compliance with laws and regulations and adherence to HR/OD policies and procedures.
Ensures that performance management programs for staff and leaders are effectively administered and individuals receive on-going feedback and coaching on job performance, competencies, values-based behaviors and developmental needs.
Ensures that policies and procedures regarding corporate compliance and privacy of patient and employee information are observed.
Exercises due diligence in contracting and other activities with legal risks, and uses the services of the Office of General Counsel as appropriate.
Personally models professional confidentiality and discretion in all communications and exchanges of information.
Establishes and maintains positive relations with employed and other affiliated physicians and strives to ensure ECU Health is a preferred partner of physicians in all of its service areas and care delivery.
Facilitates positive relationships and communications between areas of responsibility and physicians, through various means, such as conducting and attending meetings, rounding, having one-to-one communications with physicians, and generally being visible and accessible to colleagues and staff.
Sets and models expectations for professional behavior and holds physicians accountable accordingly.
Ensures that adequate continuing medical education is provided to members of the medical staffs.
Advises the Directors Council and/or appropriate committees on appointment of medical department heads.
Attends meetings of the medical staffs, as appropriate, to represent the facilities and programs, Directors Council and management, and to facilitate effective communication between physicians and leadership.
In conjunction with the overall strategic planning process of ECU Health, ensures the formulation of a comprehensive strategic plan by assessing environmental issues, market needs and potential, resource constraints, and opinions and recommendations of key stakeholders.
Regularly assesses progress on plans and achievement of agreed-upon performance measures, and provides periodic reports to key stakeholders.
Employ methods of change management to advance the organization by using tools, business processes, budget allocations and operational practices to significantly reshape ECU Health.
Accountable for a positive organizational culture in conducting business, decision making and performance management to influence work attitudes and enhance job satisfaction.
Responsible for the selection, engagement, and development of staff, inclusive of performance management, professional development, formation, and succession planning.
Typically delegates initiatives and projects, may provide operational support.
