JOB SUMMARY:

The services to be provided are professional, and will be commensurate with Joint Commission Standards of Care. The methods utilized will meet medical practices established in the Healthcare Community. These services, although not directly supervised, will be reviewed periodically be a physician or staff at FCI Seagoville. The performance of these services will be monitored by an appointed Contract Officers Representative (COR), the Clinical Director and/or Bureau of Prisons (BOP) Physician(s) will retain professional responsibility for all patients referred to optometry.

COMPENSATION: Hourly rate plus Health and Welfare of $4.57 per hour. In accordance with the Service Contract Labor Standards (SCLS) (formerly the Service Contract Act of 1965), you will receive holiday pay pro-rata, which is the ratio of hours worked in the prior pay period to the total regular hours included in the prior pay period. This ratio will be applied to eight hours for one federal holiday for up to eleven (11) paid federal holidays per calendar year.

Under Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors, you will receive one (1) hour for every thirty (30) hours worked up to fifty-six (56) hours of paid sick leave each year. Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts.

You will also receive a prorated amount for vacation on each anniversary date of your employment service based on your first day of work in the predecessor contract(s). This ratio is based on the total hours worked in the prior anniversary period to the full-time hours available for work in the same prior anniversary period.

SCHEDULE:

Optometrist must be available to provide at least one (1) eight-hour clinical visit per week for a total of fifty-two (52) clinical visits per year, not to exceed 512 hours per year. There will be an estimated twenty-five (25) patients per clinic. The scheduled days and hours will be mutually agreed upon by the Federal Government and the company and employee.

PERSONNEL QUALIFICATIONS:

  • Must be a graduate of an accredited university, with a degree in Optometry.
  • Must be eligible for Board Certification and must have a license to practice in the State of Texas.
  • Must provide proof in current skills as an Optometrist.
  • The individual selected to perform these services must be able to pass required law enforcement agency background check.

ATTIRE:

The Optometrist is expected to wear professional clothing while on duty (scrub uniforms are approved). The attire worn shall also be appropriate for the correctional environment in which the contract employee will be performing.

PRIMARY RESPONSIBILITIES:

  • The Optometrist shall provide, on a non-discriminatory basis, routine refractions, eye examinations, and tonometry examinations.
  • He/she will provide within documentation on all inmates examined and prescribe and make adjustments on eye wear, and will provide referral services to the Clinical Director for eye pathologies.
  • The Optometrist will not be responsible for prescribing medications to inmate patients.
  • In case of an eye emergency, the Optometrist will be required to see the inmate patient either at the institution or at their office for the examination. At the payment rate structures specified in the contract.
  • The BOP will not provide the Optometrist with staff to perform any of the duties as mentioned before, nor will any BOP staff perform any of these duties.
  • The contract employee may be required to submit to testing for/ or provide evidence acceptable to the clinical director of recent testing for tuberculosis of other communicable diseases. In addition, contract employees are required to submit a vaccination history, or evidence of immunity, for varicella, hepatitis, and rubella. Failure to submit to testing for or providing acceptable evidence of recent testing for or immunity to selected communicable diseases shall be grounds for denying access to inmates.
  • The contract employee shall immediately inform, in writing to the Contract Officers Representative (COR) and Contract Administrative Officer, and adverse action taken by any regulatory body involving certification. This includes, but is not limited to, suspensions, revocations, restrictions on licensure as an Optometrist.

HEALTH REQUIREMENTS:

The contractor company shall ensure the Optometrist is free of communicable diseases. Any individual who subsequently develops a medical condition that might reasonably be expected to place other workers, inmates, or the public at risk shall be immediately removed from affected activities. In such a case, the contractor company shall be responsible, at no additional cost to the institution, for securing the services of any replacement personnel required to perform this contract.

PATIENT MANAGEMENT:

The Optometrist will be responsible for receiving patients and explaining procedures to alleviate undue anxiety, submitting reports and evaluations as requested. The Optometrist will be responsible for following directives and comply with Bureau of Prisons Health Services Manual, applicable FCI Seagoville institutional mandates and the health service units policies in the management of all patient encounters. Patients shall be accorded impartial access to treatment or accommodations that are available or medically indicated, regardless of race, creed, sex, national origin, or religion. Staffing shall be commensurate with the expected needs of the patients and within the scope of services offered. The Optometrist shall NOT provide information to the inmates(s). If the situation arises where inmate(s) are required to be provided information, the Clinical Director, Health Services Administrator (HSA), or COR shall provide any information the inmate(s) are to receive. The Optometrist is required to maintain an open line of communication with the Clinical Director, HSA, and COR.

INMATE MANAGEMENT:

Provision of services will require frequent and unsupervised contact with inmates. The contract employee shall not be responsible for the management of any inmates, other than to ensure inmates involved within the contracts scope of work abide by all rules to ensure their safety and well-being.

The successful Optometrist shall attend the Institution Contractor Orientation program prior to assuming institution involvement. Reimbursement to the Optometrist for the time spent in the institution orientation or other specific security related training will be at the contracted per session of training (approximately 4 hours). Optometrist must attend a Contractor Refresher Training annually (approximately 2 hours).

A contractor-provided employee may at any time, be removed from the institution at the discretion of the CEO. The Optometrist is to be constantly aware of security and maintain a professional relationship with inmates at all times. Any violation of the institution's rules and regulations is to be brought immediately to the attention of any Government employee employed at the FCI. The Optometrist will be required to provide documentation to COR, or designee, of any infractions of institutional rules and regulations by inmates for proper action.

INSTITUTION SECURITY:

The Optometrist shall agree to all regulations prescribed by the FCI for the safety, custody, and conduct of inmates. The contract employee may be required to operate a system of records as identified for medical treatment documentation and will require adherence to the Privacy Act of 1974. The contract employee will be required to sign in and out of the institution for accountability purposes. A badge will be issued and worn at all times for proper identification.
