The Training Instructor has substantive administrative and managerial authority for creating curriculum and conducting comprehensive training and education program for Medical Support Assistants (MSAs) and other administrative personnel assigned to scheduling patients. Major duties include, but are not limited to:
  • Reviews VHA Directives and local policies and creates standard work and training program tailored to fit the needs of the individual.
  • Training content developed will encompass a wide variety of different positions in the outpatient administration setting, as well as inpatient ward areas, with differing levels of needed skills and abilities.
  • Identify and develop ongoing training packages to support standard work for current employees as well as initial training for new employees.
  • Provides guidance and advice on the implementation of educational programs to address these policy issues.
  • Provides limited administrative authority, guidance, and advice to all administrative staff concerning educational matters necessary to follow standard work relating to the operation of clinics.
  • Ensures all aspects of the outpatient scheduling programs and programmatic responsibilities are identified and a corresponding training program is in place to address compliance.
  • Prepares training schedules and ensures that training activities do not interfere with clinic operations.
  • Instructs staff and healthcare team members regarding the sensitive nature of certain printed and electronic information that is protected under the provision of the Privacy Act of 1974, HIPAA, and other applicable laws, Federal regulations, Department of Veterans Affairs statutes and policies, and VHA policies.
  • Instructs staff on the applicable regulations and instructions regarding access to computerized files, release of access codes, etc.
  • Performs other duties as assigned.

Work Schedule:
Monday - Friday, 8am until 4:30pm

QualificationsTo qualify for this position at the GS-9 grade level, you must meet one of the following:Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Training Specialist, and that is typically in or related to the work of the position to be filled. Specialized experience is experience that demonstrated a practical knowledge of education and administration and of the methods and techniques of instruction, includes: Teaching or instructing in an adult education program, secondary school, college, military installation or industrial establishment in the appropriate field(s); Supervising or administering a training program; Development or review of training/course materials, aids, devices, etc. and evaluation of training results; Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. This experience must be described clear and detailed in your resume to receive credit.
NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. :OR:Education: Successfully completed a master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B., J.D., if related, in a major study - Education or a subject area related to the Training Specialist position. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of the Training Specialist position and must have been obtained in an accredited college or university.

Education cannot be credited without documentation. :OR:Combination: Equivalent combination of successfully graduate level education (beyond the first year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses in Education or a subject area related to the position and such education must demonstrate the knowledge, skills and abilities necessary to do the work of the Training Specialist position and must have been obtained in an accredited college or university.

IMPORTANT:
A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements:
No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is sedentary and the employee may sit comfortable. The position requires frequent travel to all divisions and CBOCS in the VAMEHS by government vehicle to conduct interviews, meetings, and educational activities. There may be some walking, standing, bending, carrying of light items. Work is usually performed in offices, meeting rooms, or similar settings. The employee is required to work with computer equipment at least 75% of the time, which impacts on hand and wrist motions. Although the employee works in a healthcare facility where exposure to contagious disease exist, the tasks required for this position do not put the employee at a serious risk for this type of exposure. The work area is adequately lighted, heated, and ventilated.
