The North Carolina Credit Union Division is currently accepting applications for a Credit Union Examiner. 
**This is an anticipated vacancy.**
Recruitment Range: $56,906 to $90,000
Salary Grade: NC17
The North Carolina Department of Commerce is the state's lead agency for economic, community, and workforce development. The North Carolina Credit Union Division is a regulatory agency that operates under the supervision of the Administrator of Credit Unions.As a Financial Analyst III, this position will perform examinations of all state-chartered credit unions in North Carolina, including serving as Examiner-in-Charge and ensuring that state-chartered credit unions are in compliance with State and Federal laws and regulations and with Division policies. In addition to performing examinations, monitoring financial conditions, communicating with assigned credit unions, and developing and sharing knowledge, Financial Analyst III may also be required to assist with scheduling, monitoring and maintaining watchlist, and completing quarterly monitoring reports. 
JOB SPECIFIC RESPONSIBILITIES:Examining
  • Works independently and as a part of an examination team.
  • Completes assigned tasks and provides deliverables to the Examiner-in-Charge when working as a team member on an examination.
  • Functions as the Examiner-in-Charge of any credit union examination, including large credit unions and those with complex operations.
  • Reviews current and historical data to determine areas to focus on during examinations and other contacts.
  • Assigns tasks to other examiners assisting on the examinations.
  • Evaluates the validity and reasonableness of the regulated institutions’ financial data, management, internal controls, information security controls, and operational policies, procedures, and processes.
  • Determines the institutions’ compliance with applicable rules, regulations, laws, and business practices.
  • Determines whether institutions are operating in a safe and sound manner.
  • Performs periodic reviews of credit unions’ financial and operational conditions and compliance with requirements.
Communication
  • Prepares written findings, requirements, and reports to document results of the examination or other contacts.
  • Discusses results of the examination with the Division and credit union management and staff as well as other regulatory agencies while maintaining required confidentiality.
  • Keeps Division management informed of the status of examinations and issues.
  • Maintains contact with credit unions throughout year as needed for examination and monitoring follow up.
Development
  • Seeks opportunities to expand knowledge and enhance experience. Shares knowledge with coworkers and credit unions, especially specialized areas of interest.
  • Provides opportunities for coworkers to develop skills and speed in performing high quality examinations.
Dependent upon the selected applicant’s location, the duty station for this position may be Raleigh, N.C. or his/her home. Travel is required for onsite presence during assigned examinations and scheduled meetings periodically throughout the fiscal year. Overnight travel required is approximately 20% minimum. Other travel may be required based on agency needs.

  • Comprehensive knowledge of financial institution operations.
  • Expert knowledge of CAMELS and Risk Ratings.
  • Demonstrated experience in financial institution ratio analysis. 
  • Expert knowledge of financial institution and/or data security management concepts, specifically information technology, information security, funds management, and interest rate risk management.
  • Expert knowledge sufficient to analyze, form, document, and communicate conclusions regarding financial institution data.
  • Effective verbal and written communication, presentation, and training skills.
  • Problem-solving skills to interpret compliance and report to management.
  • Ability to collaborate and work well in a team environment.

  • Bachelors degree in accounting, banking, finance, business administration, economics, or related discipline from an accredited institution and 3 years of directly related experience or 
  • An equivalent combination of education and experience.

Salary for a trainee may be set at a lower level than the classification salary range and recruitment range that is listed in the posting with the salary being adjusted up accordingly when the trainee has obtained the necessary additional education and experience to fully meet the minimum qualifications as outlined in the classification specification
