Program Manager

The Yazoo City Housing Authority (Yazoo City, MS) position of Program/Compliance Manager manages the Yazoo City Housing Authority’s LIHTC RAD programs which consists of five sites and 268 Units. Responsible for the overall supervision and compliance of LIHTC Property Managers and Assistants, leasing of all units and the delivery of management services to residents. The incumbent is responsible for the direct supervision of all site managers, assistants and maintenance (as appropriate) as well as other duties which will assist the Executive Director with front line support.

SIGNIFICANT DUTIES

  • Periodically reviews LIHTC and YCHA policies and documents on leasing and occupancy with the Physical Assets & Property Managers for conformity with Federal, State, HUD guidelines and established standards.
  • Approve all tenant files for LIHTC compliance. Recommends changes as needed.
  • Reviews site management staff's responsiveness to and resolution of resident complaints or concerns.
  • Prepare and submit various required reports.
  • Initiates short-term and long-term goals and objectives for each site and management staff to accomplish providing decent, safe and sanitary housing for residents.
  • Reviews, evaluates and directs the overall performance of property management employees. Conducts performance evaluations and takes or recommends disciplinary action when appropriate.
  • Participates in interviewing and selection of property management staff.
  • Responsible for ensuring fair and consistent application and administration of YCHA personnel policies at each LIHTC property.
  • May be required to fill in for property managers during absences or vacations.
  • At the ED or designee's discretion may be required to obtain and/or provide information to other departments, resident groups, and outside organizations, including attendance at Board of Commissioners meetings and various other meetings when necessary.
  • May train department staff including but not limited to: property managers, assistant managers, administrative clerks.
  • May be assigned additional supervisory responsibilities for programs and staff at the direction and discretion of the Executive Director or designee.
  • Directs acceptance and processing of tenant applications assuring process conforms with established policies adopted by YCHA and approved by Mississippi Home Corporation or HUD.
  • Completion of reports and review regarding the LIHTC Program as designated.

MINIMUM QUALIFICATIONS
Thorough knowledge of:

  • Substantial knowledge of the range of Tax Credits, HUD regulations governing occupancy of
  • Section 8 Housing as well as public housing administration and a working knowledge of mixed- financing structures used in affordable housing development and operation.
  • Theories, concepts, principles and practices of housing development process, housing and real estate finance
  • Ability to plan, organize, and manage multiple projects and priorities to accomplish tasks.
  • exercises considerable independent judgment and initiative in performing the duties of the position and must exercise tact and courtesy in contact with federal, state, and local officials, consultants, housing agencies, residents and the general public
  • Basic program management and supervisory techniques

Working knowledge:

  • Federal and State Housing programs; functions and services
  • Techniques for effectively representing YCHA in contacts with governmental agencies, community groups and various business, professional, regulatory and legislative organizations

  • Financial, data and statistical analysis, YARDI Software
  • REAC to ensure REAC scores remain above standard and better
  • Skill in developing policies and procedures designed to meet the goals and objectives of the organization

Skills and Ability to:

  • Organize and implement programs; evaluate and monitor housing programs
  • Deal tactfully, patiently, courteously, diplomatically and persuasively with the public
  • Negotiate land development and housing transactions
  • Use sound independent judgment within general legal, policy and procedural guidelines
  • Make effective oral and written presentations to groups and organizations of various sizes
  • Prioritize and coordinate the work of self and others in a project-oriented environment
  • Establish and maintain effective working relationships with the public, other employees and other governmental agencies

REQUIRED CONDITIONS OF EMPLOYMENT

  • Positions require driving a personal or company vehicle during work hours on occasion; therefore, possession of a valid Mississippi driver license and a good driving record are required.
  • Position requires passing a drug test, background check and criminal record.

Certificate Training

Current LIHTC Certification

Experience
AND Education

Bachelor's Degree in public administration, business administration or closely related field (preferred) and four years progressively responsible experience in housing management and Current LIHTC Certification. -or-

Associate degree in business, public administration, or closely related field (preferred) with a minimum of five (5) years of work experience in property management holding supervisory responsibilities and Current LIHTC Certification-or-

High school diploma or equivalent and seven (7) years of work experience in property management, holding supervisory responsibilities with at least four (4) years of experience in assisted or public housing and Current LIHTC Certification.
