Job Description Summary

Performs a variety of skilled work to maintain chemical feeder equipment, biological processes, motors, telemetering sensory equipment, and pumping equipment for wastewater treatment plant equipment and operations. Performs difficult technical and mechanical work in the operation and maintenance of wastewater treatment and conveyance facilities. May provide direction to peers and subordinates in performing routine day-to-day work activities.
The ideal candidate would have the technical knowledge and experience in operating and maintaining a class A water reclamation facility. Preference will be given to those candidates who possess an ADEQ Wastewater Grade II certification as well as a CDL with tanker endorsement. The ideal candidate would also possess experience in operating centrifuges for dewatering sludge, performing / analyzing lab testing and wastewater process controls. The individual would have previous experience with systems such as Hach WIMs, SCADA and Lucity asset management. They would be a self-motivated, detail oriented and possess strong interpersonal skills. Shall be able to maintain a positive attitude and represent the City of Goodyear in a professional way.

Essential Functions

  • Demonstrates a continuous effort to improve operations by streamlining work processes, decreasing turnaround times, and working cooperatively and jointly to provide efficiency and excellence in the use of City resources. Possess chemistry, biology, extended math, and other sciences and applies experience on a daily basis.
  • Delivers outstanding customer service. Establishes and maintains open communication with all internal and external customers; to include co-workers, contractors, residents, and other City departments. Informs immediate supervisor of daily operations, daily lab results, important developments, and work activities.
  • Adheres to industry and City safety standards, policies, practices, and procedures. Provides services in accordance with government standards such as OSHA, and MAG. Prepares and submits required safety records and reports.
  • Executes routine and emergency operational, maintenance, and repair functions on equipment utilized in the wastewater reclamation division. Clarifies routine day-to-day priorities in the field. Provides input to supervisors regarding performance reviews for Wastewater I Operators.
  • Conducts daily inspections of wastewater treatment facilities, aquifer recharge facilities and related equipment; takes and records various equipment and process readings; checks equipment and makes appropriate adjustments to regulate system flow and process stability; and maintains records and reports. Processes bio solids with complex equipment and assists with bio solids digestion facilities.
  • Conducts and interprets wastewater process control laboratory analyses as well as permit required lab testing. Makes process control adjustments and modifications to ensure facility compliance with all permit parameters, protects the public health, and ensures system stability.
  • Assumes the duties and responsibilities of the Senior Wastewater Operator as assigned during their absence.
Requirements

  • Formal Education/Knowledge: Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency.
  • Experience: Over three years of related experience.
  • Certifications and Other Requirements: Valid Driver's License and ADEQ Grade I Wastewater Treatment Operator Certification and obtain an ADEQ Grade II Wastewater Treatment Operator Certification within 12 months of hire. Obtain a Commercial Driver's License within 12 months of hire.
  • Reading: Work requires the ability to read papers, periodicals, journals, manuals, dictionaries, thesauruses, and encyclopedias. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.
  • Math: Work requires the ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.
  • Writing: Work requires the ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.
  • Managerial: Semi-Complex - Work requires the occasional direction of helpers, assistants, seasonal employees, interns, or temporary employees.
  • Policy/Decision Making: Moderate - The employee normally performs the job by following established standard operating procedures and/or policies. The employee may choose the appropriate procedure or policy to apply to duties. Performance is reviewed periodically. Typically, would see an experienced technician working in relatively complex and diverse areas or seasoned professional applying widely accepted principles at this level.
  • Technical Skills: Broad Application - Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.
  • Human Relations Skills: Moderate - Work requires providing advice to others outside direct reporting relationships on specific problems or general policies. Contacts may require the consideration of different points of view to reach agreement. Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.
12 Month Objectives
First 3 Months of Employment:
  • Within 90 days of hire, be able to demonstrate to a supervisor or their designee the ability to perform all daily inspection rounds, including all required data recording at the Goodyear (157th Avenue) WRF, Corgett Wash WRF and Rainbow Valley WRF.
  • Within 90 days, be able to demonstrate to a supervisor or their designee the ability to monitor attendance and work schedules, complete leave of absence forms, complete data collection forms and update plant log book entries.
  • Within 90 days be able to utilize JHAs and SOPs to perform a confined space entry and follow all safety required procedures.
First 6 Months of Employment:
  • Demonstrate to a supervisor or their designee the ability to safely and proficiently operate solids handling equipment, including maintaining proper solids concentrations in the digesters.
  • Demonstrate to a supervisor or their designee the ability to adhere to work schedules, and complete timely Leave of Absence Forms.
  • Complete data collection forms and daily log books entries.
  • Demonstrate the understanding of SCADA systems and the equipment alarms & alerts.
  • Be able to demonstrate the understanding of the treatment process hydraulic flow path through the treatment plants including solids handling, screenings, reclaimed water and the various discharge options for effluent.
First 12 Months of Employment:
  • Demonstrate the basic understanding of wastewater division permits and discharge limits of the three treatment facilities.
  • Demonstrate safe working practices, utilization of SOP's and following City policies and procedures guidelines.
  • Demonstrate the ability to identify and diagnoses operational problems, and recommend alterations, adjustments, and procedural changes to correct problems and maintain system stability.
  • Demonstrate to a supervisor or their designee the ability to perform a confined space entry utilizing a department SOP.
  • Obtain a grade III or IV ADEQ certification.
