Us Army National Guard Units is Hiring a COST ACCOUNTANT (TITLE 5) Near Kapolei, HI

Duties

SUMMARY OF DUTIES: The primary purpose of this position is to serve as a Cost Accountant in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques. This is a developmental position leading to the full performance position description T5137000, Cost Accountant, GS-0510-11. All training must be completed, and regulatory requirements met prior to non-competitive promotion.

  • The incumbent will analyze, examine, and interpret accounting data, records, and reports to determine past costs, identify improperly recorded costs, and reallocate cost to ensure they are recorded in proper cost structure.
  • Provides accounting advice and recommendations to program managers and the installation staff.
  • Plans, coordinates, and performs comprehensive reviews, special studies, and selective internal examinations of USPFO functions pertaining to cost management environment under the General Fund Enterprise Business System (GFEBS) and its interfacing feeder systems (STANFINS/AFCOS, SPS, DTS, DCPS, GCSS-A, ODS, FCM, IATS).
  • Confers with representatives of other local offices/directorates to resolve USPFO problems associated with improper cost management attributable to functions under their jurisdiction.
  • Performs other duties as assigned.

GENERAL EXPERIENCE: In addition to meeting the basic entry qualification requirements, evaluate applicant's knowledge, skills, and abilities for:
  • Skill in collecting and analyzing data effectively, efficiently, and accurately;
  • Skill in applying procedures and directives by reading and interpreting program material;
  • Skill in presenting formal training presentations and briefings;
  • Ability to prepare reports and presentation formats.
SPECIALIZED EXPERIENCE: Must have 1-year equivalent specialized experience to at least the next lower grade level before being eligible for the next grade level. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the accountant occupational series and grade.
Experiences gained through military technical training schools or civilian academic courses or related civilian work are included in the one-year on-the-job specialized experience.
The applicant's educational degree study program or military or civilian academic courses may substitute for some specialized experience.
CONDITIONS OF EMPLOYMENT:
1. Must be able to obtain and maintain the appropriate security clearance of the position.
2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this positions.
3. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
4. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
5. THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
NOTES TO CANDIDATES:
a. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

f. This employer will provide the Social Security Administration (SSA) and if necessary, the Department of Homeland Security (DHS) with information from each new employee's Form I-9 to confirm work authorization.
g. Financial Suitability - It is the policy of the government not to deny employment simply because an individual has been unemployed or has had financial difficulties that have arisen through no fault of the individual. Information about an individual's employment experience will be used only to determine the person's qualifications and to assess his or her relative level of knowledge, skills, and abilities. Although an individual's personal conduct may be relevant in any employment decision, including conduct during periods of unemployment or evidence of dishonesty in handling financial matters, financial difficulty that has arisen through no fault of the individual will generally not itself be the basis of an unfavorable suitability or fitness determination.
h. Qualified candidates in the second through sixth categories will be referred in order if there are no qualified applicants in the first through fifth categories.
i. Security requirements. A technician is subject to the personnel security requirements in accordance with State and NGB Publications. In addition prior to appointment, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law. Items checked include, education and fiscal accountability/responsibility. IAW 5 CFR 302.203, the following, among others, may be included as disqualifying reasons:
  • Dismissal from employment for delinquency or misconduct;
  • Criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct;
  • Intentional false statement or deception or fraud in examination or appointment;
  • Habitual use of intoxicating beverages to excess;
  • Reasonable doubt as to the loyalty of the person involved to the Government of the United States;
  • Any legal or other disqualification which makes the individual unfit for service;
  • Lack of United States Citizenship.
j. Training/Certification requirements. All applicants for a position with designated developmental training requirements must be informed in advance that failure to complete the required certifications/course(s) will be cause for removal from the position. An example of required developmental training is proponent course(s) at the National Guard Professional Education Center. The HRO will require the applicant to submit a written statement to the effect that they understand they must either satisfactorily complete the appropriate certification/course(s) or corrective action will be taken.
k. Medical/physical requirements IAW DoDI 6055.05-M, paragraph C1.3.3.1, all Federal Wage System (FWS) and identified General Schedule (GS) selectees, prior to appointment, will meet any medical standards or physical requirements designated for the position.
l. Eligibles on this list will be given automatic consideration for position vacancies occurring during the six months period following the close of this announcement.
m. Cost of living allowances (COLA) vary from island to island. COLA is subject to change without notice.

Education

Financial Management Certification Requirements:
The certification will not be used as a mandatory requirement in DoD hiring systems. A member who is not certified may still qualify for a position that requires DoD financial management certification as a condition of employment. The most qualified individual will be selected for a position.
Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment. Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension.
The financial management certification program supports the professional development of the financial management workforce and provides a framework for a standard body of knowledge across all DoD financial business programs.
The financial management certification requirements will vary for positions dependent on the complexity and responsibility of the positions' financial management supervisory and non-supervisory business programs.
