The following are the duties of this position at the full working level:
  • Provides technical guidance on issues, proposals, and activities impacting program operations, and ensures operating units are in alignment with regulatory and administrative provisions and requirements.
  • Reviews proposals to alter or modify concepts, processes, or functions for compatibility with program goals and objectives, as well as analyzes and evaluates new requirements, policies, and modifications for impact on program operations, systems, and resources.
  • Coordinates site visits to conduct briefings, studies, implement program initiatives, review program effectiveness, and identify additional system or revision in work processes required.
  • Provides technical advice and staff assistance to field managers and employees in the operational program area assigned. Adapts and prepares operating guidelines, instructions, and other material pertaining to assigned program area for local use.
  • Prepares reports concerning identified issues to explain program differences and recommend improvements and/or corrective action for program operations, where differing or competing viewpoints may occur.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-07, but if the position has career progression to GS-12, then you may move from a GS-07 to a GS-12 in as little as three years.

You may substitute education for specialized experience as follows: one (1) academic year of graduate education in a field of study that demonstrates the knowledge, skills, and abilities necessary to perform the duties of this position.

Superior Academic Achievement may be met by having a bachelor's degree, with one of the following: A GPA of 2.95 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.45 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. You may substitute education for specialized experience as follows: a master's or equivalent graduate degree in a related field of study.

Two (2) full academic years of graduate level education leading to a master's or equivalent degree in a related field of study. OR LL.B. or J.D., if related.

Specialized experience for this position includes: experience with IRS functions, programs, policies, regulations, procedures, and operations to evaluate program plans and determine impact of changes on program goals; Experience using cross-functional programs and their interrelationship with assigned program to conduct reviews of studies/projects; Experience using analytical and evaluative methods in order to assess and measure effectiveness of program operations, identify gaps or conflicts in program information, consolidate findings and, recommend alternatives; experience recognizing significant tax issues and enforcement changes that impact assigned programs in order to recommend changes in implementing regulations; Experience using program and process analysis, management reporting procedures and available system capabilities to resolve operating problems, and providing statistical data or other management information reports; experience in oral and written communications to conduct briefings, prepare reports, document findings and, disseminate procedural and regulatory information.

You may substitute education for specialized experience as follows: a Ph.D. or equivalent doctoral degree. OR three (3) full academic years of progressively higher-level graduate education leading to a doctoral degree or equivalent in a related field of study from an accredited college or university. OR LL.M., if related.
OR
A combination of education and experience as described above.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
