U.S. Department of the Treasury is Hiring a HR Specialist (Information Systems) Near Philadelphia, PA

Duties
The Associate Chief Counsel (Finance & Management) (F&M) supports the administrative, financial, and managerial programs of the Office of Chief Counsel and provides advice to the Chief Counsel and Deputy Chief Counsel on all management matters for the organization nationwide. F&M also has field responsibility for all administrative functions and personnel across the country.
The Payroll, Processing, and Benefits Branch plays a pivotal role in ensuring all Chief Counsel employees receive a paycheck. The Branch processes payroll documents and leave records, various benefits, awards, insurance, taxes, etc.; handles all pay issues, researches complex processing and payroll issues, maintains official personnel records, and serves as Counsel's contact with the National Finance Center.
As a HR Specialist (Information Systems), You Will
  • Provide authoritative policy and technical advice, consultation, and assistance to all levels of Chief Counsel management on the full range of personnel/payroll systems, products, and services. The work involves matters that are contentious and/or susceptible to widely varying interpretations;
  • Utilize payroll and personnel systems, to include coding personnel actions, review documentations and justifications, and inputting all personnel and payroll actions using the appropriate Federal Guide to Processing Personnel Actions (GPPA);
  • Develop, interpret, and analyze data extracts and reports from various HR databases and develops the most efficient and effective automated systems approaches for presenting HR reports and graphics for management;
  • Provide expert technical assistance on the HR automated information system's procedures and applications and/or extraction and development of management information reports. Use various data sources and understands the quality of the data available. Develop, interpret, and analyze multiple sources of complex data and/or reports from automated HR databases; and
  • Serve as an expert and provides Background Investigation (BI) services for the Office of Chief Counsel. Independently conducts pre-employment suitability determinations to vet applicants.

Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Having knowledge of and experience with, the processing of personnel/payroll actions, as well as an operational knowledge of and experience with federal payroll/personnel systems; knowledge of HR program areas including, but not limited to, FEHB, FEGLI, TSP and leave administration; experience applying principles, laws, regulations and guidelines of payroll/processing and a wide range of qualitative and/or quantitative methods; providing advice, and/or resolving issues on complex payroll/processing issues; and providing comprehensive technical and consultative services to management, understanding agency organizational structure to evaluate customer needs.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
For GS-13Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Having expert knowledge of and experience with, the processing of personnel/payroll actions, as well as an operational knowledge of and experience with federal payroll/personnel systems; a broad knowledge of HR program areas including, but not limited to, FEHB, FEGLI, TSP and leave administration; experience applying principles, laws, regulations and guidelines of payroll/processing and a wide range of qualitative and/or quantitative methods sufficient to serve in a leader role; providing advice, and/or resolving issues on complex payroll/processing issues; and independently providing comprehensive technical and consultative services to management, understanding agency organizational structure to evaluate customer needs; and experience in leading or training lower graded employees in both technical and non-technical tasks.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Time in Grade Requirement for GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
