CALVARY WOMEN’S SERVICES MISSION AND PROGRAMS:

Calvary Women’s Services offers housing, health, education, and employment programs that empower homeless women in Washington, DC, to transform their lives.

JOB SUMMARY:

The Program Manager of one of Calvary’s transitional housing programs (New Foundations) leads Calvary’s efforts to provide the highest quality transitional housing and comprehensive support services to women in a secure, safe and well-maintained facility. The Program Manager is accountable for all aspects of the daily activities and operations of the transitional program site.

The Program Manager is responsible for providing leadership to a team that includes an assistant program manager, case managers, program coordinator and residential assistants. As a member of the leadership staff, the Program Manager will also work alongside other managers and directors to promote a strong organizational culture and drive the implementation of the organization’s strategic work plans.

The ideal candidate is a seasoned program leader with a deep understanding of the transitional housing model and a commitment to empowering the staff team. Furthermore, they will have a genuine passion for Calvary’s mission and will embody the organizational values of respect, empowerment, collaboration, diversity and inclusivity, and excellence. Candidates with demonstrated track records of positive outcomes working with underserved communities preferred.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Program Management

  • Accountable for the implementation of housing and services including client referrals and intakes, case management and on-site clinical services, employment and educational services.
  • Accountable for ensuring the site is secure, safe, clean and well-maintained.
  • Reviews schedules to ensure adequate coverage for the safe, effective operation of the program site.
  • Responsible for implementing agency policies and procedures that guide programs and services for clients
  • Ensures compliance with government contracts and regulations within case management and programs
  • Ensures client records including daily logs, case plans and progress reports meet government requirements and social work standards
  • Participates in regular case conference meetings with Clinical Director
  • Coordinates with Director of Programs to ensure client assistance funds are managed in accordance with contract and agency standards and used for move-in and other expenses to eliminate resident barriers
  • Assists program team with crisis intervention, advocacy-based counseling, referrals, and other support services as needed Attends CAHP meetings to screen for transitional housing residents through the Coordinated Entry System
  • Conducts outreach to community agencies to ensure coordination of resident services
  • Participates in domestic violence community work groups as assigned
  • Coordinates with the Director of Programs to implement work plans that tie to the strategic plan and goals
  • Participates in on-call coverage for the program as needed

Leadership and Supervision

  • Hire, supervise, train, and evaluate the program team to include assistant program manager, case managers, operations coordinator, and full-time residential assistants
  • Ensure program staff utilize a strengths-based, trauma informed care model
  • Meet regularly with direct reports, develop and monitor performance plans, and provide constructive feedback on performance
  • Lead regular program meetings to ensure coordination and collaboration across the team
  • Inform and enforce agency policies and procedures as outlined in the Employee Handbook
  • Ensure staff complete all contract-mandated trainings
  • Using a data/evidence-based approach, participate in planning and budget meetings and offer suggestions to improve services and advance the agency’s strategic plan

Data Management, Reporting & Analysis

  • Works with the case management team to capture all client data in three databases (HMIS, Osnium and Apricot) specific to particular programs
  • Conducts monthly data review to ensure quality, consistency, and compliance with organization and funder requirements
  • Uses client and program data to inform and instruct program evaluation and program management
  • Prepares regular reports of programmatic outcomes and metrics to Director of Programs

Other Duties and Responsibilities

  • Weekly supervision with Director of Programs
  • Regular clinical supervision with Clinical Director
  • Participate in all assigned staff meetings and professional training
  • Other duties as assigned
Requirements:

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Passion for Calvary’s mission and demonstrated commitment to improving outcomes for underserved communities
  • Bachelor’s degree and five years of leadership experience in social services with a track record of providing integrated trauma-informed care; work experience in domestic violence services preferred • Ability to run all aspects of a program including implementation of services, evaluation and reporting, and basic budget management
  • Strong experience supervising, mentoring and coaching teams with a proven ability to build a strong culture of trust, accountability, and collaboration
  • Strong systems thinker with the ability to use data to evaluate program outcomes and effectiveness • Possess strong interpersonal skills and cultural competence including communication ability with a diverse population
  • Ability to analyze situations, anticipate or detect problems, and provide solutions • Aptitude to manage time and tasks efficiently and with little supervision
  • Ability to community effectively; persuasive speaking and writing skills are critical
  • Proficient in Word, Excel, PowerPoint, and other Microsoft Office tools

WORK ENVIRONMENT REQUIREMENTS:

  • Move, lift, carry, push, pull, and place objects weighing less than or equal to 30 pounds without assistance
  • Reach overhead and below the knees, including bending, twisting, pulling, and stooping
  • Climbing: Ascending or descending multiple flights of stairs, using feet and legs and/or hands and arms
  • Stand, sit, or walk for an extended period
  • Own transportation is required for trips out of the office
