Position location: This position is hybrid. Hybrid positions combine regular in-person presence at our Washington, DC office with the option of at least two days of remote work each week

Please note: This position is included in the staff bargaining unit, Brookings United, affiliated with the IFPTE Local 70 union, and is covered under the terms of the collective bargaining agreement.

Responsibilities:

The Policy Analyst will directly support a senior fellow who leads the Reimagining Federal Rural Policy initiative in the Center for Sustainable Development (CSD), focusing on place-based policies that modernize and improve the effectiveness of federal resources and policy decisions to advance equitable community and economic development in rural America. The Policy Analyst will be part of a high-performing team and will provide strategic, policy analysis and research support. The policy analyst performs high quality data analysis and independent research, then translates those findings into written products in collaboration with senior fellow. Stays abreast of critical issues and latest developments in policy and practice. In partnership with the senior fellow and project manager, engages with a network of local, state, and federal government officials, as well as locally-based economic development practitioners, policy researchers and influencers to advance the Programs research agenda to inform rural policy. This will include participating in meetings and roundtables, working sessions, phone calls, and email exchanges with this network.

This is a two-year termed position, with extension contingent on funding.?

Policy Analysis (75%)

  • Conducts qualitative and quantitative research on topics relevant to senior fellows work

  • Conducts literature reviews, synthesizes findings, monitors and analyzes relevant material from conferences and seminars, government documents, academic journals and policy publications, institutional databases and reports from a wide variety of sources, including development organizations and non-governmental organizations (NGOs).

  • Conducts quantitative research on federal financial flows that includes categorization, geographic distribution, and demographic characteristics. Develops expertise on relevant federal funding programs, eligibility requirements, scoring criteria and approval processes, and evaluation requirements; provides analysis on the effectiveness of proposed and approved legislation.

  • Conducts quantitative and qualitative research into the outputs and outcome of federal programs supporting rural community and economic development. Analyzes the policy and political environment supporting new and existing rural policy.

  • Writes high-quality research summary notes and reports, media summaries and briefing memos; compiles detailed data methodologies both for internal use and for publication.

  • Cultivates and builds a network among rural experts, practitioners, advocates, media, and policymakers in Congress and the executive branch, to stay abreast of fast-moving policy developments/opportunities and assist in developing strategies to influence policymakers.

  • Provides thought partnership, policy analysis, and new ideas for policy recommendations; outlines and drafts narrative for blog posts, policy briefs, and analytical reports; assists in readying materials for publication; helps develop communications strategy and assists in the dissemination, communication and presentation of research findings.

Administrative and Network Engagement Support (25%)

  • Ensures execution of ad hoc requests for policy support, preparing fact sheets, briefing notes, supporting Congressional testimonies, and other program needs.

  • Manages general monitoring and evaluation for the project, including impact tracking

  • Conducts outreach and build relationships with external networks, high-level government and multilateral officials, experts and researchers to identify new research opportunities, create new partnerships, and develop channels for dissemination and elevation of publications and tools

  • Attends and presents at conferences, meetings, briefings, etc. on behalf of the project.

  • Participates and/or leads phone calls and email exchanges to answer questions regarding research techniques, data, and methods from experts and researchers.

  • Other administrative duties as assigned.

Education/Experience Requirements

Bachelors degree with a concentration in Economics, Community Development, International Development, International Affairs, Public Policy or related social science required; Masters degree preferred. Strong academic record. Minimum of two years combined work experience in research assistance and coordination in an academic, think-tank, NGO, or public sector environment required. Proven ability to work with senior level stakeholders. A strong preference will be given to candidates with experience living, working, and/or studying in rural context and with a commitment to rural development issues.

Knowledge/Skill Requirements

Excellent oral and written communication skills required, including ability to analyze policy and assess barriers and effective implementation. Ability to work independently and within a team to effectively multi-task, prioritize, oversee, and meet multiple deadlines with accuracy and precision in a fast-paced work environment. A high degree of intellectual curiosity. Strong organizational skills with a detail-oriented, solution-driven, and professional demeanor and work ethic. Cooperative attitude and flexibility with a willingness to back up others. Competence to undertake assignments with little supervision. Proficiency in Microsoft Office (MS) Suite (including Outlook, Word, Excel, PowerPoint), database software, and data analytics software. Complete English language fluency required. Must be currently authorized to work for any employer in the U.S.
