Cyber Warfare Program Analyst

**Future Opportunity**

CSEngineering is looking to add Cyber Warfare Program Analyst to our growing team!

JOB RESPONSIBLITIES

  • Assist the RO in the creation, staffing and coordinating classified and non- classified Joint Actions Control Office (JACO) and Joint Staff Action Processing (JSAP) packages. JACO and JSAP packages require including proficiency in preparing: Action and Information memos, routing sheets, desk notes, coordination pages, etc... Must have proficiency in understanding all the different OPNAV N-codes, U.S. Fleet Cyber Command/U.S. Tenth Fleet (FCC/C10F) and U.S. Naval Information Forces (NAVIFOR), their missions and roles in order to effectively staff and coordinate JACO and JSAP packages. All staffing and coordination of JACO and JSAP packages will require a high-level paragraph or two describing the tasker in the 5WH's format (who, what, when, where, why & how) so that each receiving office can quickly assess the tasker and appropriately route for inputs. Depending on the complexity of the tasker, there will be a requirement to tailor the two paragraphs multiple times for the different OPNAV/C10F/FFC and IFOR codes receiving the tasker so that it is clear how it ties into their portfolio.
  • Must be proficient in navigating the various tasker systems including the Department of the Task Records and Consolidated Knowledge Enterprise Repository (DON TRACKER), Tasker Version 5 (TV5) NIPRnet/SIPRnet, Correspondence and Task Management System (CATMS), and Congressional Information Management System (CIMS), or the current version of service or sites that provide task management functions. Must know how to assign and task entities in these systems where applicable. Will be required to track status and brief management on a weekly basis on the status of tasks to include the 5WHs (who, what, when, where, why & how). Must be an independent agent, have the ownership and initiative to create, coordinate and complete and track taskers across the from beginning to end and update leadership of the status and any dependencies that might affect the office's portfolio.
  • Must be proficient in data pulls from the Program Budget Information System (PBIS) and Intranet Resource Allocation Planning System (iRAPs) systems to answer daily questions from multiple offices on how a particular project/budget line status, owner, and history of the project where applicable.
  • Support the RO in providing responses to official taskers that are associated with the Planning, Programing, Budget, and Execution (PPBE), Program Objective Memorandum (POM), Joint Capabilities Integration and Development System (JCIDS) inputs and how it relates to (OMN, OPN, RDT&E, MPN).
  • Must be proficient in understanding how the National Defense Authorization Act (NDAA), policies and directives unclassified and classified support the Cyber Mission Force (CMF) and Offensive Cyber Operations (OCO) in order to support daily taskers and questions associated with CMF and OCO. Support the development, refinement, and revision of the cyber strategy and associated documents. This requires strong written and verbal communication skills proficiency with cyber offensive topics. This requires the ability to coordinate across multiple DoD entities, including the Office of the Secretary of Defense-Principal Cyber Advisor (OSD-PCA), other Services, Commander 10th Fleet/Fleet Cyber Command (C10F/FCC), Information Forces (NAVIFOR) and other offices and echelons within the Chief of Naval Operations Staff.
  • Must be proficient in the Joint Capability Integration Development System (JCIDS) process, will be required to conduct reviews, provide analysis, and Support staffing of Joint initiatives and associated documents (e.g. Initial Capabilities Documents (ICD), Capabilities Development Documents (CDD), Capability Production Documents (CPD), Joint Operational Concepts (JOC), and Joint Functional Concepts (JFC)), having impacts on N2N6. Will be required to provide comments and recommended actions to ensure JCIDS documents meet established DOD, Joint, and Cyber requirements. Will be required to review tasks and respond to tasking using knowledge and/or experience with ETMS2 or earlier task management systems, tracking issues and concerns, and preparing draft responses in the form of clear and concise briefs, point papers, emails, and memos.
  • Assist the RO in creation, coordination, presentation and have the ability to discuss details of the Weekly Activity Reports (WAR) in a concise format via email report and weekly synchs with leadership. WARs must include all tasks assigned, including Enterprise Task Management Software Solution (ETMS2) (NIPRnet/SIPRnet), Correspondence and Task Management System (CATMS) and have details in the 5WHs format (who, what, when, where, why & how).
  • Support the Requirements Officers (RO) for the Unified Platform, Persistent Cyberspace Training Environment, and Joint Cyberspace Command and Control System by assisting the RO in ensuring they meet all milestone requirements of the Joint Capabilities Integration and Development System (JCIDS) and Cyberspace Capabilities Integration and Development System (C-CIDS) on schedule.
  • Assist Requirements Officer (RO) for Cyberspace Warfare in reviewing and staffing plans, instructions, and requirements documents related to Cyber Warfare.
  • Attend RO and Resource Management (RM) initial and continuous learning training.

REQUIRED QUALIFICATIONS

Security Clearance: TS/SCI

  • Bachelor's degree.
  • 10 years of experience (at least five years of which were in a managerial capacity) in capability definition and operation of IT, space systems, Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems and/or unmanned systems.
  • Knowledge of Capital Planning and Investment Control; development of Enterprise Architectures, Standards, Governance, Policy; Information Assurance/Security; the Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) Process; and Naval concepts is highly desired.
  • Responsible for planning, organizing, executing and controlling performance of technical, business and financial services projects ensuring that goals and objectives are accomplished within prescribed timeframe and funding parameters.
  • Provides primary interface with client management personnel regarding strategic issues.
  • Coordinates all parties to tasks, performs quality assurance reviews of project deliverables and activities for completeness, quality, and adherence to customer requirements.
  • Delivers presentations and leads client meetings.
