Description

Administer, direct and coordinate the total fiscal operation of the Center. This work is carried out in support of the mission and goals of the Ryan Network.

Essential Functions:

  • Responsible for the recruitment, training, supervision, disciplining and evaluation of the Finance Department staff.
  • Directly supervise Controller and Senior Accountant staff.
  • Supervise Payroll, Purchasing, Accounts Receivable, Accounts Payable and general accounting functions of the Finance Department.
  • Oversight of the 340B program alongside the 340B Director who is a direct report.
  • Analyze payroll and develop management information reports.
  • Prepare budgets for all grant proposals and reports.
  • Responsible for deposit of all taxes, and payment of insurance premiums.
  • Responsible for overseeing all program insurances to assure that they are up to date and in force.
  • Responsible for the fiscal management of all City, State and Federal grants. Serve as the Center’s liaison with all funding authorities on financial matters.
  • Develop procedures for purchasing and the maintenance of inventory on all equipment and supplies.
  • Negotiate all contracts for the purchase of supplies, services, equipment, and renovations for approval by President & CEO.
  • Develop, supervise and coordinate all efforts to attain maximum third-party reimbursement, i.e., sliding fee schedule, Medicaid billing, capitation fees and patient insurance for review and approval by the President & CEO and by the Board of Directors, where appropriate.
  • Monitor special reimbursement programs such as CenterCare, Child Health Plus, and PCAP.
  • Negotiate with State, Federal and City agencies re: Medicaid and Medicare reimbursement rates. Prepare analysis and respond to rate adjustments, as appropriate.
  • Prepare Cost Reporting and Cost Date Collection for DHHS.
  • Prepare Annual Expenditure Reports to DHHS.
  • Prepare all internal reports for Board of Directors, as requested by President & CEO.
  • Attend meetings and report to Board of Directors and Committees at the request of the President & CEO.
  • Assist President & CEO in preparation of Center budget; coordinate all departmental budgets; work with Department Heads & Supervisors throughout the year to ensure that all expenditures adhere to legal and budgetary requirements.
  • Generate patient and visit information for review and recommendations to the President & CEO.
  • Review and approve all check requests and purchase requisitions.
  • Immediately report any problems unusual occurrences to supervisor.
  • Other duties and/or projects as assigned.

Qualifications


Minimum Experience and Skills Required:

  • Five years of experience in financial aspects of health field, including third party reimbursement mechanisms and Federal guidelines regarding budget and financing.
  • Five years managing a high performing team.
  • Outstanding communication and presentation skills.
  • Demonstrated leadership ability, confidence and executive presence.
  • Ability to motivate staff.
  • Excellent analytical, reasoning and problem-solving skills.
  • Supervisory experience.
  • Experience with computerized accounting system.

Education, Licenses, and/or Certifications Required:

  • Bachelor of Science in Accounting.
  • Five years of healthcare Accounting or Finance experience with demonstrated experience.

Preferred Qualifications:

Master’s degree and/or CPA.
