Overview:
Valley Water is recruiting for an experienced classification/compensation analyst for the Limited Term position of Management Analyst - Classification and Compensation to help maintain an equitable, competitive, and consistent classification and compensation system for its workforce. The expected duration of this position is two (2) years. The ideal candidate should be well-versed in job evaluation, developing job architectures, making compensation recommendations consistent with fair pay practices, and performing workforce/compensation compliance as required by Federal, State, and local laws.
Valley Water is a public agency and knowledge of public administration is a plus to being adept at Governmental operations. This includes developing sound recommendations and pay structures consistent with the Memorandum of Understanding between applicable unions and Valley Water's represented classified employees as well as Valley Water's Unclassified employees.
This position will research a wide array of market data to analyze trends, develop recommendations, and present data to varied audiences. Data will include comparable benchmark positions, turnover rate, organizational relationships between classes, and more. As such, the ideal candidate will be well-versed in the utilization of common computer software to create visual representations of trends and extract data and compile complex data sets. Of the utmost priority is that the selected individual assists to ensure that Valley Water's total compensation policies and practices reflect equity across the organization and conform to state and federal standards, laws, and guidelines.
Key Responsibilities include, but are not limited to:
  • Develop, create, and administer classified and unclassified classification and compensation programs and infrastructure to ensure equitable and competitive pay practices by analyzing survey data to determine the comparability of benchmark positions to similar positions.
  • Review position requests and temporary assignment requests for compliance with Minimum Qualifications.
  • Evaluate and recommend changes to classification and compensation policies.
  • Maintain salary structures, advancements procedures, and timelines on the Classification/Compensation web page to ensure equity and integrity of compensation systems.
  • Develop new or revise existing classification and compensation infrastructure based on current trend analysis, industry best practices, and policy direction.
  • Conduct compensation surveys.
  • Review, analyze, and create findings in response to requests for reclassification and advise on the results of reclassification requests, classification studies, and interpretation of classification and compensation policies and practices.
  • Research best practices, job, and minimum requirements, and structural and functional relationships among classifications.
  • Perform special projects, such as developing and maintaining a staffing forecast plan and administering the annual classification review process.
  • Ensure that total compensation policies and practices reflect equity across the organization and conform to state and federal standards, laws, and guidelines.
  • Serve as a strategic member of the HR team, participating in key HR initiatives. Provide input and coordination in the development and implementation of strategies, and consult on policies, procedures, and costing labor proposals.

Ideal Experience:
  • 3 years related experience working as a compensation, or business/systems analyst, or an HR generalist with extensive compensation background.
  • Experience putting together a multi-year staffing forecast plan.
  • Experience conducting compensation market research and benchmarking as per industry standards.
Ideal Skills and Abilities:
  • Trusted HR advisor with a successful track record of building and maintaining strong relationships.
  • Ability to partner with all levels of employees and leaders with different experiences and backgrounds.
  • Demonstrated experience conducting research, analyzing information and data, and presenting findings in a concise format.
  • Strong skills in MS Word, Excel, and PowerPoint.
  • Ability to work with minimal supervision, using time management skills to prioritize work tasks and projects in order to meet deadlines Ability to think critically, analyze and interpret data.
  • Exceptional follow-up and follow-through skills.
  • Ability to communicate information clearly and effectively both verbally and in writing.
Ideal Knowledge:
  • Knowledge of current California HR and benefits regulations.
  • Methods and techniques used to analyze business processes and recommend solutions for existing problems.
  • Methods and techniques used to collect and analyze data and prepare reports based on findings.
Ideal Training and Education:
  • Equivalent to a bachelor's degree from an accredited college or university with major coursework in Human Resources, Public Administration, Business Administration, Finance, or Economics.
  • Certified Compensation Professional (CCP) and/or PHR are desirable.
LIMITED TERM POSITION
The assignment period will be up to two (2) years and such time period may be adjusted as needed by Valley Water management. These limited-term appointments are "at-will" and may be terminated at any time with or without cause. Limited-term positions will be covered by the Employees Association Memorandum of Understanding (MOU) and eligible for all pay and benefits described in the MOU with the exception of the following Articles and/or Sections:
a. Article 3, Section 10: Temporary Promotion Pay
b. Article 3, Section 11: Out-of-Class Assignment
c. Article 6, Section 4(d): Deferred Compensation. (Limited-term positions may participate in Valley Water's 457 Deferred Compensation Program; however, they will be ineligible for Valley Water's matching funds and participation in Valley Water's 401a plan.)
d. Article 8: Leaves of Absence. (Valley Water will provide leave of absence as required by law under the Family Medical Leave Act (FMLA), California Family Rights Act (CFRA), and Pregnancy Disability Leave (PDL))
e. Article 11: Workforce Development
f. Article 12: Employee Performance/Evaluation
g. Article 13: Classification
h. Article 14: Discipline Process
i. Article 16: Layoff

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.
This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.
