City of High Point is Hiring a GPS Technician (Part-time) Near High Point, NC


Performs responsible technical assistance work in the Public Services Department, with a focus in the Stormwater Services Division performing a variety of global positioning system (GPS) data and photo collection, routine water quality monitoring and sampling, filing and scanning of documents, other fieldwork related assignments for the Stormwater Services Division; does related work as required.
 
Work is performed under the regular supervision of the Public Services GIS Analyst and will consult with the Public Services Manager as needed.
  • Conducts GPS surveying and data post-processing for GIS database development efforts.
  • Update stormwater infrastructure maps for GIS database development efforts.
  • Performs fieldwork to collect water quality samples.
  • Performs fieldwork to collect stormwater outfall data.
  • Ensures that all work is performed in accordance with OSHA and City Safety Standards and Policies.
  • Formal Education - On-the-job Training approximately 4 weeks. 
  • Must have a Class “C” driver’s license issued by the State of North Carolina. 
  • Must have a knowledge of GIS, GPS and/or water quality data collection.
  • Must have ability to work with spreadsheets, databases, word processing, and etc.
  • Must be able to develop and maintain good working relationships with people in all career levels.
  • Must be able to traverse uneven terrain.
  • Must be able to lift 50 pounds.
  • Must be able to understand and carry out instructions from the supervisor. 
  • Ability to read maps, addresses, graphics, statistical information, instructions, directions, ordinances and other documents relating to the job. 
  • Ability to prepare letters and memoranda, write instructions for printing mapping products and graphics. 
  • Ability to be conversant in voice and diction so as to participate in discussions with supervisor, other employees and the general public; to ask and answer questions. 
Preferred Skills
  • Academic training in the use of Geographic Information Systems.
Physical Requirements
Hearing/Speaking - Expressing and/or receiving information by means of spoken word are both necessary to converse with internal and external customers including co-workers, citizens, and applicants.
Visual Abilities – the ability to perceive via eyesight is required for this position:
  • Acuity, far – clarity of vision at 20 feet or more. Must be able to see from a distance when administering and observing employment tests, operating a motor vehicle, or addressing an audience.
  • Acuity, near – clarity of vision at 20 inches or less. Must be able to see work-related business documents close at hand.
  • Depth perception – Three-dimensional vision and the ability to judge distance and space relationships.
  • Field of Vision – the area that can be seen up and down or to the right or left while eyes are focused on one point. Must be able to see a wide span of area.
  • Accommodation – Must be able to adjust the eye lens to glance quickly.

    • Exerting up to 50 pounds of force occasionally; and/or
    • Exerting up to 10 pounds of force frequently; and

    • Ability to speak in front of a group for training the public and/or city staff. Must be able to communicate clearly and rapidly during emergency situations in person and by phone.
  • Writing Ability
    • Ability to write instructions and/or directives as received, notes pertaining to the job, completed assignments on a work log and messages.
    • Ability to write letters and emails that convey technical information in a clear and concise manner.
  • Reading Ability
    • Ability to read ordinances, environmental regulations, safety rules and regulations, City Personnel Resolution, instructions, directions, street names and signs, city street location maps, detailed reports and other documents relating to job.
  • Spoken Ability
    • Ability to be conversant in voice and dictation to participate in discussions with supervisor, subordinated, other employees and the public.
    • Must be able to communicate clearly and rapidly during emergency situations both in person and by phone or radio.
Environmental Conditions
  • Physical Surroundings 
    • The employee is subject to Outside Environmental Conditions: Exposed to the various weather conditions and temperatures. The worker will be exposed to weather, which is extremely hot and extremely cold, rain, sleet, ice, snow, high winds, flooding, and fog. The position is best suited for someone who doesn't mind getting hot, cold, wet, dirty and sweaty.
  • Environmental Hazards 
    • Employee will be exposed to trash, garbage, flowers, trees, grass, dirt, noise, vibration, mechanical and chemical hazards, atmospheric conditions that affect the respiratory system or the skin, darkness or poor lighting conditions, chemicals, fertilizers, mulch, debris and insects, etc. Work is subject to final standards of OSHA on blood borne pathogens. 
  • Machinery/Tools/Work Aids/Other Equipment 
    • Motor vehicle, laptop computer and peripheral equipment, Microsoft Office and ArcGIS software, plotter, telephone, telephone directory, fax machine, site plans, stormwater pollution prevention plans (SWPPP), FIRM, municipal codes, Federal and State regulations, stormwater related materials, level, folding rule, steel tape, safety glasses, steel-toed boots, vest, hard hat, leather work gloves, and other work aids associated with this trade and safety manuals, and City Personnel Resolution.
