CITY OF GOLDEN is Hiring a Law Clerk - Part-Time Near Golden, CO

The City Attorney’s Office (CAO) serves as legal counsel for the City, providing legal services to City Council, the City Manager, and all divisions and departments of the City. The CAO enjoys a collaborative and collegial work environment and is looking for an exceptional Law Clerk to join the team.
The CAO is searching for a law clerk to serve approximately a six-month term beginning in May 2024 and ending October 31, 2024. The position is part time – approximately 20 hours per week.
This position will support the City’s general civil municipal law needs, primarily drafting research memos, assisting on ordinance drafting, contract drafting, and attending meetings on a variety of issues including but not limited to the following: land use, real property, open records, employment, police, fire, and Planning Commission.

JOB SUMMARY

Conduct and/or assist with legal research and prepare formal legal opinions.
Prepare draft ordinances, resolutions, and policies.
Analyze and research to gather information, secure and analyze desired information, and formulate logical recommendations.
Reference policy, ordinances, and City Charter to advise on matters that encompass a wide variety of municipal law issues.
Respond effectively to sensitive inquiries or complaints.
Prepare professional, concise, and grammatically correct written documents.
Establish and maintain effective working relationships with employees, representatives of public or private entities, policy-making bodies, and members of the public.
Exercise initiative, judgment, and decision-making in solving problems and meeting organizational objectives.
May attend evening meetings.
Perform other duties and legal services as assigned.

QUALIFICATIONS

Minimum education includes successful completion of at least second year of law school. Juris Doctorate degree from a school of law accredited by the American Bar association preferred.
CERTIFICATES, LICENSES, REGISTRATIONS
Valid driver's license and safe driving record.

LANGUAGE SKILLS
Ability to read, analyze, and interpret legal documents. Ability to respond to inquiries or complaints from internal customers, regulatory agencies, or members of the community. Ability to write speeches and articles for publication that conform to prescribed style and format. The ability to make effective and persuasive presentations on controversial or complex topics to an audience.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent, and to draw and interpret bar graphs.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.\
OTHER SKILLS AND ABILITIES
Demonstrated knowledge of legal research and legal ethics. Knowledge of pertinent federal, state, and local laws, codes, and regulations. Knowledge of legal terms and the principles of government regulation, and the ability to read, interpret, apply, and communicate the requirements of selected provisions of the state and federal law, City charter, codes, regulations, and court orders.
Ability to interpret and apply federal, state, and local policies, laws, and regulations; analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals; effectively and fairly negotiate appropriate solutions and contracts.
Ability to allocate limited resources in a cost-effective manner. Gain cooperation through discussion and persuasion; evaluate and develop improvements in city operations, procedures, policies, and methods; prepare clear and concise reports; establish and maintain effective working relationships with those contacted in the course of work.
Exercise initiative, judgment, and decision-making in solving problems and meeting organizational objectives.
MATERIALS & EQUIPMENT DIRECTLY USED
Ability to operate email, copier, fax machine, and computer/laptop, MS Office and shared file systems.

While performing the duties of this job, the employee is regularly required to sit and talk or listen. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to 25 pounds.

Primarily an office setting. Will be required to walk or drive to various city offices and locations throughout the City of Golden.
