MDW Associates is Hiring an Emergency Management Specialist Near Washington, DC

Job Description

Job Description

MDW is seeking Contingent Hire candidates to provide Emergency Management Specialist support to our Washington Headquarters Services Facilities Services Directorate (WHS/FSD) client. The Emergency Management Specialist must be capable of applying extensive professional knowledge, skills, training, and experience to support the Facilities Emergency Management Office (FEMO). This position is located business process knowledge and judgment to support the various commands with the Department of Defense (DoD). This position is located onsite at the Pentagon, Arlington, VA.

The Emergency Management Specialist will support tasks such as facility emergency management program planning and development; Continuity of Operations Planning (COOP) support; Emergency Action Plans Support; Recovery and Reconstitution Planning Support; Development and Execution of Emergency Drills and Exercises; Developing Corrective Action Plans (CAP); Emergency Notification and Readiness Communication Plans and Procedures support; Facilities Management Resilience Planning and Support; and Facility Emergency Management Outreach and Training Support.

The Emergency Management Specialist will play a key role in support of the WHS/FSD Facilities Emergency Management Office and will work as part of a small integrated team directly supporting the FEMO Government Program Manager.

As part of a team, the analyst will have the following responsibilities:

  • Research, analyze, plan, develop, and maintain Facility Emergency Management and Response Implementation Plans,
  • Create and update Business Process Analysis (BPA) and Business Impact Analysis (BIA) Reports, Develop and update policy documents and standard operating procedures (SOPs) for the WHS/FSD Emergency Response Group,
  • Support the FEMO Program Manager with the Pentagon Emergency Management Working Group,
  • Review and assess the WHS/FSD COOP planning process, and provide support during the COOP planning process,
  • Support WHS/FSD COOP deployment by creating guides, pamphlets, checklists, instructions, briefings, fact sheets, and plans for WHS/FSD employees for COOP preparedness,
  • Support FSD's participation in emergency exercises, and track and develop Lessons Learned After Action Reports,
  • Develop, enhance, and update Emergency Action Plans (EAPs) to define procedures during normal and emergency management operations for responding to all-hazards threats,
  • Develop and update the FSD Recovery and Reconstitution Plan to enable the resumption of full operations following a continuity crisis or disruption,
  • Serve as an Expert Planner and will support the development of scenarios for emergency tabletop exercises and emergency drills,
  • Develop a WHS/FSD Corrective Action Plan that will monitor all corrective actions found during or after an emergency event(s) or exercises, recommendations by leadership or other agencies, and problems encountered,
  • Create communications plans to inform WHS/FSD employees regarding emergency management and readiness plans and procedures,
  • Develop the FSD Resilience Plan and other documents on FSD's resilience mission,
  • Develop and update the FSD Emergency Management training basic course, and
  • Other duties as assigned by government leadership.

Required Experience:

  • Specific knowledge of Facility Emergency Management functions and emergency response roles.
  • Specific knowledge of Continuity of Operations Program (COOP) policies and procedures.
  • Specific knowledge of Emergency Action Plan (EAP) policies and procedures.
  • Specific knowledge of Recovery and Reconstitutions planning.
  • Specific knowledge of Homeland Security Exercise and Evaluation Program (HSEEP) guiding principles for exercise programs.
  • Specific knowledge of Emergency Notification and Readiness Plans and Procedures.
  • General knowledge of National Incident Management System (NIMS) procedures, especially Incident Command System (ICS) command and general staff functions and emergency response roles.

Education Requirement/Required Years of Experience:

  • Bachelor's degree in emergency management or Homeland Security.
  • Minimum of 10 years' experience in emergency management.

Clearance Requirement(s):

  • Candidates for this position must be eligible to obtain a US DoD Top Secret Clearance (required U.S. citizenship)
