Community Youth Services is Hiring a Street Outreach Case Manager Near Olympia, WA

Salary: $21.48 per hour

The Street Outreach Case Manager functions as part of two teams: Street Outreach and Rosie’s Place Drop-In & Resource Center. The candidate will be the first point of contact for homeless and street dependent youth through on-the street outreach, site based community locations, and school district locations. Additionally, this position provides case management as needed to eligible youth in Rosie’s Place as well as assists young people ages 12-24 in meeting their needs for safety, food, clothing, shelter, emotional and intellectual growth, and individualism.

Starting Salary is $21.48 per hour. This is a part-time, non-exempt position.

QUALIFICATIONS :

  1. Education and direct experience working with high-risk youth, particularly street dependent, homeless, and runaway youth must equal a minimum of four years. If education is used to meet this requirement, degree/courses must be in a social science or related field. A transcript may be requested to determine if courses taken qualify.
  2. Valid TB test results within the previous 12 months prior to hire or the ability to obtain a negative TB test within 30 days of employment.
  3. Required to carry cell phone during all working hours.
  4. Bilingual Spanish is preferred.

AGENCY QUALIFICATIONS:

  1. The ability to pass an extensive background check with no history of conviction or perpetration of child abuse or physical harm to a child or children or an individual aged 18 years and above who is or may be unable to take care of themselves, or is unable to protect themselves against harm or exploitation by reason of age, illness, trauma or disability, or any other reason.
  2. Professional and personal conduct that maintains a personal and professional background so that criminal history remains free from unlawful conduct. Certain crimes may disqualify employees to have unrestricted access to children or vulnerable populations in accordance with Department of Social Health and Services policy and Washington State law. Professional or personal conduct that causes this clearance to be suspended or denied will result in suspension and/or termination of employment. (Pursuant to RCW 43.43.832, 43.43.832(7), 43.43.834, 43.20A.710 and WAC 388-06.).
  3. A valid Washington State Driver License with a minimum of five years’ driving experience and a three-year good driving record evidenced on a Washington driver’s abstract. The ability to pass and maintain a clean driving records check at employment and annually. Professional or personal conduct that results in a restricted or denied driving status could result in termination of employment. (Candidates relocating to the area must provide current proof of three-year driving record from current state; and have ten days from date of employment to provide a copy of a Washington Driver’s License and Washington driver’s abstract.)
  4. Proof of personal auto insurance levels provided on your insurance declaration page. Coverage must be current, and copies provided to HR at renewal. Coverages at or above $100,000 combined single limit is required for positions that require driving and is recommended and preferred for positions that have occasional driving.
  5. A sensitivity and responsiveness to the cultural differences in the organization's employment and service population.
  6. Must possess or obtain within 30 days of employment CPR/1st Aid/Bloodborne Pathogen certification. Some positions require CPR before a first shift.
  7. Strong interpersonal skills, including the ability to work as part of a team.

PROGRAM QUALIFICATIONS:

  1. Have a positive regard for and can take initiative in building relationships of mutual respect with young people.
  2. Be able to respond to crisis in an appropriate and therapeutic manner.
  3. Be able to work in a lively environment that requires multitasking.
  4. Be willing to work a flexible schedule including some evenings and weekends.
  5. Proficiency with Microsoft Office programs and good organizational skills.
  6. Be able to carry a 30Ib bag of emergency supplies and walk for a period of 2-3 hours at a time.
  7. Functions with creativity, compassion, and a sense of humor.

MAJOR RESPONSIBILITIES AND RELATED TASKS:

  1. Direct Services
  2. Engages runaway, homeless, and at risk youth ages 12-24 and connect them to CYS’s continuum of care.
  3. Provides crisis intervention, emergency supplies, and info about resources to youth on the streets of Olympia.
  4. Upholds and maintains team safety when conducting outreach in the community.
  5. Collaborates with school liaisons and counselors to provide services to homeless and at risk students who want to stay in school.
  6. Participates on coalitions and attends outreach events in rural Thurston County to educate those communities of CYS’s services and provide linkages to services for rural youth.
  7. Assists participants in accessing services we provide directly or through referral including: food and hygiene, clothing, shelter, housing, education, healthcare, treatment, counseling, and other services as needed.
  8. Provides individualized case management to youth using agency best practices including active listening, harm reduction, wraparound, positive youth development, trauma informed care, and motivational interviewing.
  9. Participates with youth in recreational activities designed to engage them in pro-social and healthy alternatives, while at area parks and the YMCA.
  10. Participates in program activities and cultivate workshops and other meaningful learning opportunities for youth.
  11. Helps maintain and develop partnerships with community organizations as a means to coordinate services and provide wrap around support to program youth.
  12. As needed, provides additional support to staff in Rosie’s Place by informing youth of program services, behavioral expectations, and monitoring room milieu.

 Administrative Services

  1. Maintains documentation in a timely, thorough, and accurate manner.
  2. Attends relevant trainings, conferences, and department/program meetings.
  3. Maintains the confidentiality of participant information.
  4. Manages time and resources in a skilled manner.
  5. Communicates effectively in both verbal and written form.
  6. Provides services in a manner that expedites the meeting of contract requirements and program outcomes.

Other Related Responsibilities

  1. Use agency or personal vehicle to perform agency business.
  2. Follow agency policies and procedures Code of Ethics, RCW’s, WAC’s, and other applicable external regulations.
  3. Participate in creating and maintaining a workplace that values diversity and is free of racism, sexism, heterosexism, transphobia, ageism, sizism, and other discriminatory practices.
  4. Demonstrate professionalism and appropriate boundaries in all interactions.
  5. Perform other work as assigned.
