King County Metro Transit is looking for 3 forward-thinking and detail-oriented Project Control Specialist/Project Control Scheduler (Transit Project Control Engineer II) to join a dynamic work group within the Capital Division. The Project Control Engineer oversees contract and project administration services within the Project Controls Office (PCO) to ensure the success of Metro's Capital Improvement Program (CIP). PCO currently consists of 17 team members supporting customers both inside and outside the Division. PCO includes two sub-work groups, Contract Administration (CA) Services which focuses on administering contracts, and Project Administration (PA) Services which focuses on the development of project schedules and related work.

Position information: We are accepting applications from all qualified candidates (internal and external). This recruitment will be used to fill 3 Career Service (CS) vacancies . This recruitment will create an eligibility pool for future Career Service or Temporary (Term limited temporary, special duty assignment or short-term temp) positions that may occur in the next 12 months. The eligibility pool will be used at the discretion of the hiring manager or until exhausted.Applying equity and social justice principles is a daily responsibility and foundational expectation for all King County employees. In this role, you will apply equity and social justice principles (ESJ) that exemplify shared values, behaviors, and practices to all aspects of the work.
As a Transit Project Control Engineer II, you will:
Project Administration Services:
  • Develop, maintain, and closeout project schedules utilizing standardized templates consistent with established standard works, policies, and procedures.
  • Create, maintain, and track various elements of a project schedule (e.g., Costs: Estimates & Actuals, Project Activity Completion, internal resource identification & usage, Risk Register, Lessons Learned, etc.).
  • Monitor and update Estimate-At-Completion (EACs) throughout the life of the project for reporting purposes.
  • Facilitate the gathering of resource estimates from the project team utilizing a tool created for that purpose, review data with the Project Manager or designee, and load into in project schedules.
  • Attend project team meetings as a core member to facilitate schedule updates, seek clarification and report out (either Power BI and/or dashboard as required).

  • Monitor and track contingency status. Provide various status reports on program or project costs. Analyze costs and forecast changes on assigned projects.
  • Monitor and report project and initiative progress with spending and other reported data to project team members and leadership, as requested.
  • Prepare cost and schedule analysis reports for program/projects as assigned.
  • Participate in discussions at team and unit meetings on various Equity and Social Justice topics.
  • Furnish input on existing or assist with the development of new standard works and processes for the workgroup.
  • Perform other contract and project administration duties as assigned.
Contract Administration Services:
  • Review and analyze progress payments to ensure compliance with contract terms, standard work, and policies. Process payments, including packaging, routing, and tracking required documents for approval. DocuSign is used to secure required approvals per established sub-delegation of authority.
  • Gather and maintain required data for assigned contracts in the contractor payment system within Metro Transits Capital Management Reporting System (CMRS).
  • Conduct compliance review, draft, and route work order agreements, change orders, and amendments, including supporting documentation for approval.
  • Maintain and update various logs (submittals, request for information, change orders and amendments, etc.).
  • Prepare closeout documentation or checklists as required by contract, policies or regulatory requirements. Secure lien releases. Coordinate with state agencies for outstanding closeout documentation.
  • Create requisitions (utilizing Oracle EBS) receipts and respond to internal and external inquiries for payment information.
  • Assist in the preparation of regular or ad hoc reporting.
  • Develop, maintain, and closeout project schedules utilizing standardized templates consistent with established standard works, policies, and procedures.
  • Participate in discussions at team and unit meetings on various Equity and Social Justice topics.
  • Furnish input on existing or assist with the development of new standard works and processes for the workgroup.
  • Perform other contract and project administration duties and related tasks as assigned.
We are looking for candidates who meet the following minimum qualifications:
  • Bachelor's degree in engineering, business administration or closely related field with two (2) years of increasingly responsible experience in public works, contracting, construction cost and/or scheduling OR any equivalent combination of experience and education which provides the applicant with the skills, knowledge and abilities required to perform the work.
  • Knowledge of project control techniques and principles.
  • Experience administering contracts in the public sector.
  • Ability to communicate with technical and non-technical individuals on project controls topics.
  • Excellent writing, verbal communication, and research skills.
  • Proficient in Microsoft Office Suite such as Excel, Word, Outlook, Teams, and SharePoint.
  • Ability to establish and maintain relationships with peers along with external and internal customers.
  • Ability to gather and analyze data, organize, and present data or information to varied audience.
The most competitive candidates will also meet these desired qualifications:
  • One (1) year of experience in capital project scheduling.
  • Proficiency using programs such as MS Word, Excel, Outlook and MS Project.
  • Demonstrated ability to apply excellent customer service skills both orally andin writing, including the ability to provide professional and courteous service.
  • Working experience or familiarity with cost/scheduling software packages including the ability to combine schedules for interdependent projects.
  • Ability to consistently manage a multitude of projects and deadlines.
  • Understanding of and ability to use Power BI
  • Experience working for a contractor or working on a construction site.
Necessary Special Requirements:
  • Valid Washington State driver's license (or ability to obtain Washington State driver's license upon hire) or alternate ability to travel to off-site locations.

This position has a work week that is 40 hours, Monday through Friday, 8:00 a.m. 5:00 p.m. This position is not subject to the provisions of the Fair Labor Standards Act and is not eligible for overtime. Work outside normal business hours may be required occasionally. Alternate work schedules may be considered. Work Locationand Teleworking Requirement
The primary location of the position is at the King Street Center, 201 S. Jackson St., Seattle, WA 98104. However, this is a hybrid position (teleworking and in office). The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
