Description

Required Experience: At least two years’ experience in a hospital setting preferred. . Experience with personal computers, mainframes, networks, wireless networks, operating systems, PBX and/or Voice Over IP telephony, and hospital information systems needed.

Required Education: Bachelor’s degree in business, Computer Science, related field or minimum of five years Information Systems experience in a hospital setting.

Position Summary:

Responsible for the directing and coordinating of plans and production activities of the Information Systems / Communications Departments in a manner consistent with the philosophy of the hospital. Provides authority and accountability for the coordination of department functions.

Essential Function:

  1. Leads IS / Communications strategic and operational planning to achieve business goals by fostering innovation, prioritizing initiatives, and coordinating the evaluation, deployment, and management of current and future IS / Communications systems across the organizations.
  2. Establishes IS / Communications department goals, objectives, and operating procedures.
  3. Identifies opportunities for the appropriate and cost-effective investment of financial resources in IS / Communications systems and resources, including staffing, sourcing, and purchasing.
  4. Develops, tracks, and controls the IS / Communications annual operating and capital budgets.
  5. Ensures continuous delivery of IS / Communications services with end users and monitoring of IS / Communications systems performance.
  6. Approves, prioritizes, and controls projects as they relate to the selection, acquisition, development, and installation of major information systems.
  7. Keeps current with trends and issues in the IS /Communications industries, including current technologies and prices. Advises, counsels, and educates management on their competitive or financial impact.
  8. Supervises recruitment, development, retention, and organization of all IS /Communications staff and vendors in accordance with SMCH budgetary objectives and personnel policies.
  9. Coordinates and/or performs hands-on fixes at the desktop level, server level, network level, and telephony level including installing and upgrading software, installing hardware, implementing backups, and configuring systems and applications.
  10. Formulates and implements processes and procedures for tracking and analyzing technical and financial data of company software, hardware, and equipment from requisition through retirement.
  11. Manages the development, monitoring, maintenance, development, upgrade, and support of IS /Communications systems, including networks, data centers, servers, PCs, operating systems, and associated hardware.
  12. Deploys, manages, and maintains all security systems and their corresponding or associated software, including firewalls, intrusion detection systems, and anti-virus software.
  13. Assesses and develops long-term strategic goals for storage servers and databases in conjunction with data owners and department Directors.
  14. Department specific Performance Improvement (QI) projects completed and reported on as required.
  15. Department specific goals developed annually, and summary of goal completion submitted as requested.
  16. Department policy and procedures developed and maintained – annual review conducted.

Other Job Duties:

  1. Enhances professional growth and development through participation in educational programs, current literature, inservice meetings, and workshops.
  2. Occasional after hour’s support required as dictated by project schedule.
  3. Promotes good intra and inter hospital communications and relationships.
  4. Attends meetings as required.
  5. Satisfactorily qualifies for the position through an Iowa Criminal History/Dependent Adult Abuse check within the limits of applicable laws.
  6. Performs other related duties as assigned or requested.
