DESCRIPTION OF THE TASKS:
Designs and implements scalable, secure, and cost-effective architectures for systems, components and/or services (e.g. SOA, microservices, event-driven, serverless, API-first), COTS software products.
Evaluates and selects appropriate services and technologies to meet business needs.
Provides guidance on best practices, including security, performance, and cost management.
Collaborates with DevSecOps teams to ensure seamless integration and deployment of solutions.
Continuously monitors and optimizes infrastructure for performance and reliability.
Follows up and coordinates all efforts on design, implementation, and operations of the services used.
Ensures compliance with necessary requirements for data sovereignty, security, cloud “nativeness”, etc. • Identifies and proposes mitigation actions to avoid vendor lock-in situations in the future.
Ensures technical aspects of the design, implementation, and operations are aligned with the principles, requirements, and expectations. Contribute to technical design and/or validate technical design of data management solutions as proposed by the external contractor.
Reports on the status, risks, and mitigation actions in this respect.
Investigates and recommends solutions, including cost benefit analyses, assessment of implementation time.
Understands, applies and suggests improvements of DG TAXUD methodology, security policies, tools, best practices, etc.
Encourages reuse or buy over build.
Commits to ensuring that the system design meets requirements, in particular non-functional requirements (volume, scalability, confidentiality, integrity, availability).
Ensures compliance with Corporate and DG TAXUD reference architecture.
Ensures compatibility of the versions of different software components used together in a system and respective built management
Monitors projects to ensure that the implementation of systems, components and/or services
Analyses the integration of different information systems and ensure their interoperability.
Produces and/or reviews architecture documents.
Oversees the work of external contractors pertaining to architecture.
LEVEL OF EDUCATION
Bachelor or Master Degree
KNOWLEDGE AND SKILLS
Minimum 10 years’ experience in IT, including recent 5 years’ experience as an IT architect.
Very good knowledge of DG TAXUD standard IT products and technologies, e.g. Oracle SQL or Microsoft SQL
Ability to give business and technical presentations to multiple stakeholders
Ability to apply high quality standards
Analysis and problem-solving skills
Capability to write clear and structured technical documents
Ability to participate in technical meetings and good communication skills
Very strong capability for analysis, comparison and summary;
Strong knowledge of User Experience fundamentals, experience in designing mockups and creating prototypes.
Risk assessment knowledge and experience;
Strong knowledge of stakeholder management: ability in constructive communication, both spoken and written, in the English language;
Ability to cope with fast-changing technologies used in business intelligence;
Ability to work autonomously;
Strong capability for writing and presentation of clear documents in English;
Experience in international/multicultural environment and public administration are assets.
SPECIFIC EXPERTISE:
Practical experience of at least 4 years, on top of that at least 3 years of experience in the specific 2 field of in Data Modelling, ETL and reporting design.
Experience in modelling and describing data;
Good experience in database programming and in the creation of complex SQL queries
Experience in design, implementation and optimization of ETL procedures and reporting
Solid experience. A certification in database programming is needed.
Good experience in reports design and creation
Deep technical knowledge of IT technology; the list of possibly required skills for the specific position includes but is not limited to: RDBMS, Reporting and data analytics tools, UML and/or BPMN process modelling tools, e.g. ARIS
Deep understanding of middleware technologies: Enterprise Service Bus (ESB), message queues, message patterns (synchronous, asynchronous), API gateways, integration platforms
Interoperability: web services, microservices, message-oriented middleware, service-oriented bus, event bus.
Data management: data integration, transformation, and quality management
IT protocols: WS, HTTPS, EDIFACT, XML, XSLT, JSON, JMS, SOAP, REST, WSDL etc.
Identity and Access Management. • Proven experience in designing high availability systems.
