DIRECTOR OF HUMAN RESOURCES
(Full-time - 260 days per year/52 weeks)
GENERAL SUMMARY: The Carrollton Public School District seeks a highly skilled and experienced Human Resources Director to join our school district. As the HR Director, you will serve as a member of the Superintendent’s Cabinet and be responsible for overseeing all aspects of human resources management, including recruitment, employee relations, policy development, and compliance. This is a critical leadership role that will contribute to the success and well-being of our educational community.
REPORTS TO: Superintendent of Schools
COMPENSATION: Salary will be commensurate with experience and qualifications. Benefits include Health (employee shall be subject to co-payment based on state law and board policy), dental, vision, life, LTD, participation in Michigan Public Schools Employee Retirement System, paid holidays, sick days, vacation days, and personal days.
TERMS OF EMPLOYMENT: Administrator’s contract; non-tenured
QUALIFICATIONS:
- Bachelor's degree in Human Resources, Business Administration, or a related field (Master's degree preferred).
- Human Resources experience required; experience leading human resources, particularly in an educational or public sector preferred.
- Strong knowledge of employment laws, regulations, and best practices.
- Demonstrated experience in recruitment, employee relations, performance management, teaching certifications, paraprofessional administration, tracking compliance, and benefits administration.
- Excellent communication (oral and written), interpersonal, and leadership skills.
- Ability to build and maintain positive relationships with employees, stakeholders, and external partners.
- Strong problem-solving and decision-making abilities.
- Strong understanding of collective bargaining agreements and ability to interpret them.
- Experience in collective bargaining.
RESPONSIBILITIES:
- Develops and implements HR strategies, policies, and procedures in alignment with the school district's strategic goals and objectives.
- Leads the recruitment and selection process, ensuring the hiring of qualified and diverse candidates.
- Oversees onboarding and offboarding processes.
- Administers employee benefits programs, including health insurance, retirement plans, and leave policies.
- Prepares and presents special reports related to leadership and the Board of Education.
- Participates in collective bargaining negotiations, including providing research and data assessment.
- Ensures the district’s compliance with collective bargaining agreements and with federal, state, and local employment laws and regulations.
- Maintains satisfactory labor-management relations through a variety of techniques.
- Leads employee relations efforts, including investigating employment issues such as working conditions, harassment allegations, disciplinary actions, and employee and applicant appeals and grievances. Provide guidance and recommendations for problem resolution to departmental leaders and individuals.
- Conducts research and analysis of organizational trends including review of reports and metrics from the organization's human resource information system (HRIS) or talent management system.
- Administers leave including, worker's compensation, FMLA, and other medical and non-medical leaves.
- Develops and delivers training programs to enhance employee skills and knowledge.
- Manages the HR budget and provides regular reports to senior leadership.
- Fosters a positive and inclusive work environment that promotes employee engagement and well-being.
- Oversees teacher and paraprofessional certification monitoring and compliance.
- REP Reporting.
- Monitor employee attendance and PTO and provide guidance to leadership regarding attendance concerns.
- Serve as liaison to ISD for benefits and payroll.
- Stay updated on HR trends and best practices to continuously improve HR processes and initiatives.
- All other duties as assigned by the Superintendent.
