The Honolulu Board of Water Supply , Finance Division, located in Honolulu, is hiring for an Accountant VII to serve as the Accountant-in-charge of the Fiscal Services Branch. Minimum Qualification Requirements
At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.
Education Requirement
Equivalent to graduation from a regionally-accredited college or university with a major in accounting or in business administration with courses in accounting. (Note: At least 12 semester credits in accounting or auditing courses is needed, six of which must be above the beginning or elementary course level from an accredited four-year college or university).
Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.
Verification Requirement: You must submit evidence of your education in order to be given credit. Experience Requirement
Five (5) years of professional accounting experience, three (3) of which shall have been in a supervisory capacity.
SUBSTITUTION: A Master's degree in Accounting from a regionally-accredited four-year college or university will substitute for one of the required five years of professional accounting experience. You must submit evidence of your Master's degree in Accounting in order to be given credit for the substitution. There is no substitution for the required supervisory experience.

- Developing and securing funding sources and completing applications for the debt financing of capital improvement projects.
- Serving as Coordinator for the State Revolving Fund (SRF) program, infrastructure loans, other loans and grants.
- Overseeing the rate making process in accordance with the American Water Works Association M-1 manual.
- Overseeing the operation and maintenance of the PCard program which include development of program standards; processing new applications and disputed charges; training and assisting BWS users on accounting and budgetary requirements and Pcard software; and internal desk audits of Pcard transactions to review for propriety and compliance with Pcard program policies and procedures and state procurement rules.
