Starting Pay: $32.68 - $35.56 per hour


I. Purpose of Job


Under limited supervision, supervises the landscaping, mowing, and Compost Facility crews, Asphalt, Concrete, and Infrared Technician, and Stormwater Crews. Designs, implements and maintains landscaping and decorative areas on City Square and other City properties. Operates and maintains light and heavy equipment and machinery.


II. Essential Job Duties


A. Performs supervisory duties.

  • Supervises, directs, and evaluates landscape maintenance, Compost facility, streets maintenance, and stormwater personnel, handling employee concerns and problems, directing work, counseling, disciplining and completing employee performance evaluations.
  • Makes decisions regarding personnel actions such as promotion and hiring.


B. Supervises and Performs Landscaping Construction and Maintenance

  • Designs and supervises installation of landscaping in City Square, downtown, and other assigned areas.
  • Consults extensively with supervisors, and Administration, as well as other departments regarding landscaping projects contracted out by the City of Franklin.
  • Supervises maintenance of and maintains landscaping through mowing, trimming, watering fertilizing, herbicide and insecticide treatments, weeding, pruning, leaf and trash removal, cutting and removal of trees, and replacement of trees, shrubs, and flowers; coordinates tree replacement with City Arborist; may consult architectural drawings and blueprints to determine if placement of shrubs and trees has been to specification.
  • Supervises maintenance of City greenhouse, plants, seasonal baskets, and perennials.
  • Supervises and assists in seasonal decoration of the downtown area with banners, lights, and floral hanging baskets.
  • Supervises and assists in daily clean-up of Main Street and Square, including weekends, and before/after City–sponsored events.
  • Supervises and assists in maintenance, mowing, and upkeep of City medians and rights-of-way.
  • Supervises and assists in maintenance of City-owned public parking garages.
  • Responsible for training of personnel in proper safety techniques regarding personal safety as well as proper work-zone safety.
  • Flags Traffic
  • Purchases equipment and supplies.
  • Responsible for communicating and advising other departments (planning, codes, etc.) on contracted work on City of Franklin projects.
  • Responsible for communicating with contractors about and the reconciliation of problems and concerns regarding landscape installations, irrigation installation, etc.
  • Forms and casts concrete as required.
  • Assist in application of salt brine production and application.
  • Install Storm drainage pipe, structures, and headwalls.
  • Shoot grades to determine elevation, line, and distance.


C. Administrative

  • Inventories and orders trees, shrubbery, sod, seed, fertilizers, tools, and equipment that pertain to landscaping, mowing, and maintenance of assigned areas. May consult with Landscape Architect regarding types.
  • Works extensively with Downtown Franklin Association, Heritage Foundation and Main Street merchants in coordinating special events.
  • Assigned to City’s Special Events Advisory Team to work closely with and advise Administration on traffic control, street closures, crowd control, clean-up, and logistics for the numerous special events, festivals, races, etc., held throughout the city during the year.
  • Responsible for accurate accounting for all purchases made by Landscape Maintenance Supervisor and Sr. Landscape Maintenance workers with City purchasing card using the Enterprise Spend Platform.
  • Aids Asst. Director in writing specifications and pricing new equipment.
  • Receives various forms, reports, work orders, maps, or other documentation, reviews, completes, processes, forwards or retains as appropriate.


III. Other Job Duties


Performs other job duties as assigned, including:

  • May be assigned special projects by City Administrator’s office.
  • Transports, loads, and unloads various equipment and materials used in projects.
  • May be asked to assign maintenance personnel to other divisions when needed.
  • On-Call Designation: This position is considered an On-Call eligible position and rotation on an On-Call team is required.

Primary challenges of this position include ensuring efficient use of given resources, the ability to communicate with the public, contractors, vendors, supervisors, and Administration.


V. Equipment Operated


Operates a variety of machinery, equipment and tools associated with department activities, which may include a utility truck, mower, weed eater, edger, blower, hedge trimmer, post hole digger, ladder, shovel, rake, pick, pitchfork, hoe, mechanic and carpentry tools. Must be proficient in Microsoft Word, Hansen, and Enterprise Spend Platform.


VI. Key Competencies Required


  • Job Content Knowledge:

Has considerable knowledge of City, county and state right-of-way codes and safety practices necessary for the performance of duties as it relates to the position. Has extensive knowledge in landscaping, horticulture, and operating light and heavy job-related equipment. Has knowledge of human relations and supervisory techniques in order to communicate effectively with assigned crew. Can determine what issues need to be raised to the Assistant Street Department Director or department head level. Is able to determine and decide upon procedures to be implemented in maintaining safety codes and standards and resolving problems. Knows how to determine and ensure the safety of work sites. Is knowledgeable of the language and terminology used within the department. Is skilled in operating all pieces of heavy and light equipment used in and by the division.


  • Language Skills:

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.


  • Mathematical Skills:

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.


  • Reasoning Ability:

Ability to define complex problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.


  • Teamwork:

Develops constructive and cooperative working relationships with others. Encourages others to express their ideas and opinions. Provides input into identifying and solving problems. Anticipates need of others for information about job tasks, work environment, and provides it to them in a timely manner. Willingly assists others with job tasks when appropriate.


VII. Physical Demands and Work Environment


Physical Demands:
Performance of the essential duties of this job requires the incumbent to:


  • Must be able to remain in a stationary position 50% of the time.
  • Regularly move about around different worksites.
  • Constantly operates equipment or machinery such as utility truck, mower, weed eater, edger, blower, hedge trimmer, post hole digger, ladder, shovel, rake, pick, pitchfork, hoe, mechanic, and carpentry tools.
  • Frequently positions self to maintain work area and items needed to complete daily tasks.
  • Regularly communicates information and ideas so others will understand. Must be able to exchange accurate information in these situations.
  • Occasionally ascends/descends stairs/ladders in various work areas.
  • Frequently moves/transports up to 50 pounds.
  • Occasionally moves/transports up to 100 pounds.


Work Environment:
Performance of the essential duties of this job requires:


  • Occasional Work near moving mechanical parts.
  • Occasional work in high, precarious places
  • Occasional exposure to fumes or airborne particles
  • Occasional exposure to toxic or caustic chemicals
  • Frequent exposure to outdoor weather conditions


The work environment is loud (examples: metal can manufacture department, large earth-moving equipment).

Education and Experience:
The required knowledge, skill, and abilities to satisfactorily perform job duties are normally acquired through bachelor’s degree (B. A.) from four-year College or university, plus three to four years of maintenance related experience and/or training; or equivalent combination of education and experience.
