What are the responsibilities and job description for the Emergency Response Coordinator position at EAST CENTRAL DISTRICT HEALTH DEPARTMENT?
The Emergency Response Coordinator is primarily responsible for the coordination of Public Health Emergency Preparedness (PHEP) grant activities and the Public Health Emergency Response Plan for East Central District Health Department. This position is responsible for reviewing, evaluating, and analyzing work environments and designing programs and procedures to control, eliminate, and prevent disease or injury. The Emergency Response Coordinator will represent ECDHD in community and state meetings regarding emergency preparedness.
ESSENTIAL JOB FUNCTIONS:
- Work with community stakeholders to create an annual risk assessment which includes hazard vulnerability assessment (HVA)/risk analysis to determine ECDHD’s risk for natural, technological, human-caused, or other disasters.
- Assist in the development and implementation of strategic and operational procedures and protocols to execute public health emergency functions.
- Coordinate, participate in, and facilitate training for community stakeholders such as the fire department, police department, EMS, and the hospital. Update and maintain the Health Department’s Continuity of Operations Plan (COOP) and the Emergency Response Plan (ERP)
- Works collaboratively with designated ECDHD staff to identify potential disease outbreaks within the jurisdiction.
- Manages ECDHD’s emergency preparedness grant and associated work plan, to include budget monitoring, and completes required reports to NE DHHS timely and accurately.
- Coordinate with community partners to include vulnerable populations into public health emergency response plans.
- Collaborates with community, regional and state preparedness partners to identify roles and responsibilities while ensuring ECDHD fulfills its obligations.
- Participates or oversees the participation in preparedness planning meetings and exercises with the local health department(s), healthcare coalitions, and the Nebraska Department of Health and Human Services.
- Respond to public inquiries on emergency preparedness issues and provide appropriate information and education.
- Performs other duties as assigned.
EDUCATION:
Bachelor’s degree from an accredited college or university with major coursework in Emergency Management, Public Administration, Public Health, or a related field.
REQUIRED SKILLS:
- 2 years of progressive, demonstrated experience in Emergency Management, local or state government, public health, or related field
- Proficient with Microsoft Office Suite or related software.
- Skill in effective problem-solving and conflict resolution
- Ability to work well with individuals of diverse socioeconomic, cultural, and intellectual backgrounds.
- Ability to adapt to flexible work environments.
- Ability to communicate courteously and effectively with agency employees, officials, partner agencies/entities, and the public.
- Ability to facilitate internal emergency preparedness training and external meetings with community partners.
- Ability to work effectively in a team environment.
- Effective oral and written communication skills.
- Demonstrated record of HIPAA compliance.
PREFERRED SKILLS:
- Prior experience in program coordination.
- Prior experience with grant and budget management.
- Familiarity with PHAB accreditation elements related to emergency preparedness.
- Intermediate knowledge of Emergency Operations Center (EOC) operations.
- Public speaking experience and community service activities preferred.
- Familiarity with Public Health and Hospital Preparedness Program capabilities and understand healthcare. coalition activities/ regional response activities.
- Familiarity with public health, governmental, or healthcare emergency preparedness, including ICS, NIMS, HVA, and HICS.
- Successful completion of the required Federal Emergency Management Agency's Independent Study (IS) Programs courses FEMA-recognized equivalents), including IS-100, IS-200, IS-300, IS-400, IS-700, and IS-800 required.
PHYSICAL REQUIREMENTS:
May require sitting for a long period of time. Some bending, lifting, stooping, and stretching are required. Requires normal range of hearing and eyesight. Requires eye-hand coordination and manual dexterity to operate office equipment such as computer keyboard, photocopier, telephone and calculator. Some lifting may be involved, up to 35 pounds.
GENERAL REQUIREMENTS:
· Valid Driver’s License with at least 100,000/300,000 liability insurance maintained and paid for by the employee on personal vehicle if employee plans to seek reimbursement for travel or to operate agency vehicle.
· Dress according to ECDHD/GNCHC Dress Code Policy.
· Reports to works on time as scheduled.
