Job Title: Controller
SUMMARY
The Controller is responsible for directing the financial and professional accounting activity principles, methods, and compliance with HUD accounting regulations for the Authority. Position involves the development of standards to be used in creating and implementing all budgeting, as well as related administrative policies. Ensures that THA and related entities comply with all Federal, State and local statutes. This position is also responsible for directing the Grant Administration, Internal Audit, Administrative Services and Purchasing for the Authority. This position is a Senior Management position within the Authority and as such requires high functioning performance as a member of the Senior Management team.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following, other duties may be assigned.
* Plans, directs and coordinates fiscal management programs of the Housing Authority by supervising the work of professional subordinates and by participating in planning the overall objectives of the Authority.
* Oversees accounting functions by reviewing and improving accounting operations, and by planning, developing, and installing improved systems and procedures for accounting and fiscal control.
*Assure the THA Accounting Procedure Manual is current and available to the appropriate personnel.
*Prepares budget standards to be used and provides recommendations to
*Department heads and the President/CEO on budget management strategies and actions.
*Direct and coordinate the establishment of decentralized budget programs. Forecast income and expenditures and recommend budget management strategies and actions to the President/CEO and department heads
*Review and analyze various forms of technical information and prepare reports as required and ensure all reports are submitted to HUD, THA and other agencies in a timely manner.
*Develops Internal Audit Compliance Standards and coordinates and reviews activities of the compliance auditor.
*Supervises Compliance Auditor and oversees all auditing functions.
*Responsible for managing and reporting to legal counsel tort, discrimination and other claims.
*Direct and analyze studies of general economic, business and financial conditions and their impact on the organization's policies and operations.
*Administer all special grants funded by any source and control the expenditures to assure they are consistent with the terms and conditions of the grant contract.
Prepare, document, and implement cost allocations for the Authority and related entities and ensure that these allocations are incompliance with the applicable OMB circular and HUD requirements.
*Administer investments for the Authority. This includes cash management for all entities and ensuring that funds are collateralized in accordance with HUD requirements.
SUPERVISORY RESPONSIBILITIES
Manages employees in the departments. Is responsible for the overall direction, coordination, and evaluation of these employees. Also directly supervises one non-supervisory employee. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE
Bachelor's degree (B. A.) from four-year college or university and five (5) years related experience and/or training; or equivalent combination of education and experience.
CERTIFICATES, LICENSES, REGISTRATIONS
Certified Public Accountant (CPA) license preferred. Requires a valid Oklahoma Drivers License.

Requirements (Not an all inclusive list)
- High school diploma or general education degree (GED) and one (1) to three (3) years related experience and/or training; or equivalent combination of education and experience.
- Must possess valid Oklahoma driver’s license.
- Ability to work overtime on weekdays and weekends and respond to emergency calls.
- Past experience as a maintenance technician required
- Experience in a Supervisory role, preferred
Who We Are
THA provides publicly assisted housing comprised of traditional public housing, mixed-finance sites, and housing vouchers. Currently, THA provides assistance to more than 20,000 individuals, or 7,200 families. THA is governed by a voluntary Board of Commissioners, each of whom is appointed by the Mayor of the City of Tulsa. The board employs THA’s President/CEO, who in turn employs the remainder of THA’s staff of approximately 200 team members.
