About The Position

The purpose of this position is to provide direct supervision to the Procurement Specialists within the Office of Purchasing and Contracts (PAC). This includes overseeing and reviewing individual workloads to ensure work

is performed, developing and managing employee performance, and providing guidance to employees and other public health personnel on Public Health purchases. This position will report to the Purchasing and Contracts Manager. Funding for this position is from a grant from the Centers for Disease Control and Prevention for Public Health Infrastructure Development. As such, the position shall be focused on how broader community-wide collaborative efforts can be improved by the development of performance management within our own departmental programs.

We Require

  • Three years of procurement experience
  • Bachelor’s Degree in Business, Public Administration, or Supply Chain Management or a closely related field
  • An equivalent combination of related education and experience may be substituted on a year-for-year basis

We Also Value

  • Certified Public Procurement Buyer (CPPB), Certified Contract Manager (CCM), or Certified Purchasing Manager (CPM) is a plus. Certified Agency Procurement Aide (CAPA) is a plus
  • Be proficient with all programs in Microsoft Office Suite at the Intermediate level
  • Excellent communication skills, both written and verbal, are mandatory
  • Have superb analytical ability, as well as advanced problem-solving skills
  • Organizational skills, facilitation skills, time management, and the ability to set priorities are also vital to success in this position. Must be able to work well under pressure and independently
  • Minimum five years computer experience required, using word processing, spreadsheet, and database software
  • A minimum of three years’ experience working with the public and two years of contract management experience within an organization
  • Knowledge of the Maricopa County Procurement Code, specifically regarding Article 3 Procurements
  • At least two years of supervisory experience

Job Contributions

  • Supervise Procurement Specialists
  • Ensure all aspects of staffs’ workload is completed in a timely manner with all documentation maintained for audit purposes
  • Monitor and correct any deficiencies found in staff work and identify areas for improvement
  • Process annual staff performance evaluations and quarterly staff check-ins within Workday system
  • Process annual customer service survey with Maricopa County internal customers
  • Hold regular one-on-ones with staff
  • Recruit and train additional staff as needed
  • Act as the main point of contact for all inquiries regarding MCDPH purchases under $100,000, including, request for quotes, and Task Orders of any value under existing contracts
  • Provide technical assistance and training to internal and external customers regarding allowable expenses, gift card inquiries, food purchases, sole source contracts, competition impracticable purchases, delivery orders, nominal value contracts, and maintenance contracts
  • Advise procurement staff and internal and external customers on compliance issues, applicability of rules and regulations such as Maricopa County Procurement Code, Federal guidelines, Maricopa County Finance policies, OMB circulars, etc.
  • Conduct annual PCard/Ghost Card audits of MCDPH card holders
  • Update all internal purchasing related policies on an annual basis
  • Monitor and oversee all monthly P-Card purchases and purchase order activity performed by staff
  • Oversee and approve all informal (< $100K) solicitations and task orders performed by staff
  • Serve as the liaison between MCDPH and other county departments regarding any issues arising from the actions of the Department, its employees, and/or its Contractors
  • Provide oversight and guidance to all MCDPH staff, ensuring that any problems are resolved as soon as possible and delays to the purchasing cycle are minimized
  • Identify and implement process improvements, write Standards of Work in collaboration with other programs within the Department as needed, and develop and present departmental training on procurement-related topics
  • Work collaboratively with Divisions and Programs to ensure open and continuous communication and to develop an atmosphere of partnership and teamwork
  • Coordinate as needed with the Office of Procurement Services on various issues such as obtaining signatures, coordinating reviews of maintenance agreements, clarifying County standard terms and conditions, etc.

  • Working Conditions

    • Within one month of hire, all employees will be required to provide evidence of immunity or receive immunizations for vaccine-preventable illnesses for any position within the Maricopa County Department of Public Health; required immunizations include MMR (measles, mumps, rubella), Tdap (whooping cough and diphtheria), Varicella (chickenpox), and annual Influenza; some positions require a Hepatitis B vaccine and/or a Tuberculosis test
    • Ability to routinely carry weighing up to 25 pounds in an office environment; must participate in emergency response training as scheduled and be available to respond as directed in the event of a public health emergency
