The Maryland Department of Transportation, The Secretary’s Office (MDOT TSO) is seeking to hire a managerial-level human resources professional to serve as our next Human Resources Business Partner (Administrator VII). The Human Resources Business Partner will work with the HR Director and supervise the Talent Acquisition team in administrating TSO HR policies and procedures, recruitment, employer/employee relations, classification/compensation, and employee-related activities and events. This position will be pivotal in ensuring seamless HR operations within TSO. The primary purpose of this position is to provide HR services to support the mission, vision, and goals of the Transportation Secretary’s Office (TSO). This includes, in collaboration with the Human Resources Director, developing, updating, and implementing HR directives, initiatives, policies, and practices for TSO and MDOT-wide.
In this dynamic role, you will:
- Act as the HR Point of Contact (POC) in the MDOT corporate headquarters location (TSO), providing guidance and support to employees and managers on HR policies, procedures, and best practices
- Act as advisor and strategic resource to senior leadership, and managers on variety of employee relations issues including performance management, career development, retention tactics, team building, conflict resolution, and coaching
- Perform full supervisory duties and oversight of the Talent Acquisition team
- Handle employee/employer activities including disciplinary actions, terminations, and separation tasks
- Support department heads in addressing staffing needs, organizational changes, and workforce planning
- Analyze HR metrics and trends to identify opportunities for improvement and implement proactive solutions
- Collaborate with hiring managers by participating in full-cycle recruitment efforts, including job postings, candidate sourcing, interviewing, and offer negotiation, to attract top-tier talent, seeing positions through to fulfillment
- Assists with maintaining compliance with federal, state, and local employment laws and regulations, and recommended best practices
- Identify, develop, and implement employee engagement initiatives, wellness programs, and diversity and inclusion efforts
- Identify, develop, and facilitate leadership training
- Oversee classification and compensation related matters, ensuring consistency and alignment with TSO policies and procedures

Qualifications
Preferred Qualifications:
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
The ideal candidate will possess:
- A bachelor’s degree in Human Resources, Business Administration, or related field
- Collaborative work style and ability to effectively communicate across departments
- Excellent oral, written, presentation, and listening skills.
- Proficient in Microsoft Office products (Word, Excel, SharePoint, and PowerPoint)
- Able to maintain a high level of confidentiality.
- Demonstrated experience in full-cycle recruitment, employee relations, performance management, and classification/compensation.
- Knowledge of HR policies and best practices
