The Human Resource Development (HRD) Director is a full-time, 12-month position located primarily on the OCH Campus in Monroe, NC. Under the direction of the Vice President for Business and Workforce Solutions, the HRD Director oversees the development and implementation of programming to support employability skill development in Anson and Union Counties.

Essential Duties Summary
  • Develop and deliver educational programs, courses, seminars, and events that meet the needs of a diverse local and regional population.
  • Supervise the College’s Human Resources Development offerings and personnel on campus, at off-site locations, and in the community.
  • Arrange and coordinate the College’s efforts when necessary, as part of the Centralina Workforce Development Board’s Rapid Response Team to provide timely and responsive employability support in Anson and Union Counties.
  • Work closely with NCWorks staff, staffing agencies, community-based organizations, and business and industry partners across the service area to meet client needs.
  • Participate in the planning and execution of job fairs across the service area.
  • Manage program marketing efforts.
  • Manage instructor and vendor contracts as required by the NCCCS and SPCC.
  • Participate in developing recommendations for the department budget, including forecasting anticipated budgetary needs for staffing, equipment, and supplies; monitor departmental expenditures.
  • Oversee all aspects of programmatic reporting.
  • Ensure the maintenance of accurate and appropriate student, instructor, course, and program documentation as required by local, state, and/or federal agencies.
  • Build HRD classes, verify and grade classes, and submit required documentation to internal auditors.
  • Create employee contracts and oversee program payroll.
  • Coordinate and promote the National Career Readiness Certification (CRC) Program.
  • Instruct HRD classes as needed.
  • Provide career counseling as needed.
  • Attend and participate in staff and agency meetings and relevant professional development opportunities.
  • Actively participate in College committees and activities.
  • Demonstrate a high-level of professionalism, innovation, collaboration, and institutional commitment in all actions.
  • Perform other duties as assigned by the Dean of College and Career Readiness.

Required Qualifications
  • Bachelor’s degree.
  • Minimum of five years of supervisory experience.
  • Minimum of two years of community college experience.
  • Proficiency in all Microsoft Office products.
  • Personal and professional integrity which communicates a sense of mission, leadership, and ability to self-start.

Preferred Qualifications
  • Master’s degree in business or a related field.
  • Experience developing and implementing innovative academic programs and services.
  • Experience with utilizing technology in the instructional process to enhance student learning.
  • Proven attention to detail in administrative and budgetary reporting and documentation.
  • Proven ability to manage and motivate professionals as a cohesive team.
