Program Overview: 

RENDA VERDE is an anticipated USAID Activity in Mozambique which seeks to boost communities to leverage benefits of key biodiversity conservation areas to the benefit of local people through the sharing of nature-based revenue. This Activity will catalyze the market and community benefits of human coexistence with wildlife in harmony across conservation areas, buffer zones and key biodiversity corridors. Program interventions will focus on:

  • Identifying opportunities and managing a portfolio of grants to initiatives working in biodiversity, conservation, environment, sustainable livelihoods or sustainable land management throughout the country,
  • Providing the necessary capacity development support for grantees to improve their operational and technical management,
  • Promoting learning, measurement of results, and sharing of best practices within Mozambican conservation and sustainable livelihoods space.

Job Summary:

TechnoServe seeks a highly qualified Senior Finance and Administration Manager to ensure efficient operations and compliance of the RENDA VERDE Activity. S/he will be responsible for overall management of finance and procurement as well as compliance with USAID regulations, policies, and local law.

Primary Functions & Responsibilities:

  • Ensures efficient operations of program operations, including finance, procurement and personnel, compliance, policies, and procedures
  • Ensures that financial functions support the timely and effective implementation of the program’s technical scope of work
  • Oversees the overall administration of the program, including working with local Financial Controller and TechnoServe’s HQ support units managing operations, sub-awards & sub-contracts issued by TechnoServe, procurement of commercial goods and services and accounting
  • Ensures that resources are allocated and used in compliance with contractual requirements, applicable regulations, and appropriate standards and procedures. S/he also ensures that all budgets, expenses, and program procurement activities are carried out according to USAID and TechnoServe’s policies and regulations
  • Oversees the management of sub-awards and sub-contracts issued by TechnoServe
  • Provides guidance to local and subcontractor staff on compliance agreements and procurement standards/requirements
  • Supervises RENDA VERDE project administration staff, including the Accountant, Procurement Officer, and the Regional Human Resources and Operations Manager

Basic Qualifications: 

  • Bachelor’s Degree in Accounting, Finance, Business Administration or equivalent
  • 10 years of relevant administration, finance, and compliance experience
  • Progressive responsibility in finance and accounting, office administration, project operations at the mid-level of an organization
  • At least 5 years of experience working on USAID projects

Preferred Qualifications: 

  • Advanced degree MBA, CPA or equivalent preferred
  • Experience leading and managing the financial aspects of USAID projects, including a demonstrated understanding of applicable finance-related USG contracting regulations
  • Comfortability and accuracy working with large amounts of data
  • Experience supervising staff and teams

Required Languages:

  • Fluency in English with excellent oral and written communication skills required.
  • Proficiency in Portuguese preferred.

Knowledge, Skills and Abilities:

  • Detail orientation, including strong organizational, analytical, and quantitative skills.
  • Excellent computer skills in Microsoft Word, Excel, PowerPoint, and other administrative applications.
  • Strong private sector market orientation, entrepreneurial and innovative thinker.

Supervisory Responsibilities –

  • Supervise at least 3 mid- and senior-level staff. Experience working with multi-disciplinary teams desired.
