The primary duty of this position is to perform technical and administrative team lead duties on a regular and recurring basis over subordinate positions predominantly classifiable in the Quality (QASC) group, adjusting to accomplish the workload in accordance with established priorities to ensure timely accomplishment of work assignments. REQUIREMENTS: 1. Articulates and communicates to the team, assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review and establishes deadlines and time frames for completion of assigned work. Monitors and reports on the status and progress of work, checking on work, checking on work in progress and reviewing completed work to see that instructions and work priorities, methods, deadlines, and quality expectations assigned to employees have been met. 2. Reports to the supervisor periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individuals to inform the supervisor of performance management issues/problems and to recommend/request related actions such as, reassignments, promotions, tours of duty changes, peer reviews and performance appraisals. Acts in the capacity as the supervisor during his/her short-term absence. Resolves simple, informal complaints of employees and refers others, such as formal grievances and appeals to the supervisor or appropriate management official. 3. Coach the team in the selection and application of appropriate problem-solving methods and techniques, provides advice on work methods, practices, and procedures, assist the team or individual members in identifying the parameters of viable solution. Train or arrange for the training of team members in methods and techniques of team building and working teams to accomplish tasks or projects and provide or arrange for quality assurance or technical training necessary for accomplishment of individual and team tasks. 4. Prepares reports and maintain records of work accomplishments and administrative information as required, and coordinates the preparation, presentation, and communication of work-related information to the supervisor. Provides frequent assessments to team members on work product, technical expertise, giving guidance and direction to correct any noted deficiencies and improve over-all performance. 5. Reports to supervisor on performance, progress, training needs and behavior problems. May take minor corrective administrative actions or resolve employee complaints. Conducts analysis of depot workload requirements, related to items such as utilization, capacity, inter-servicing, overseas, core, Mission Needs Statements, Program Management Directives, Depot Activation, workload transfer etc. Conducts, participates in, or monitors a variety of special study audits, base questionnaires, data calls and various proposals. 6. As the division authority on the acceptability and appropriateness of content, rewrites and strengthens replies to findings to accurately reflect the division's position. Fully coordinates the modified response with the directorate. Even-handedly arbitrates differences in opinions among the subordinate functional organizations, providing the most appropriate, well-reasoned recommendations to management. 7. Identifies and in a timely manner investigates actual or potential problems in sensitive key management areas, drawing from trends data and knowledge of the organization, offering practical suggestions, as appropriate. KSAS: 1. Knowledge of established quality, safety and occupational health principles, practices, procedures, laws, regulations and current legislative issues as they relate to the military installation ground safety program; the requirements, methods, and techniques of accident and mishap investigation, analysis, resolution of normal occupational safety problems/health risks and formal reporting procedures; and risk assessment methods and techniques for evaluating normal occupational safety and health risks. 2. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 3. Ability to lead, motivate and guide the functions of the team.4.
