In this position you will exercise second level supervisory and managerial authorities over the Operations Engineering Flight in the 78th Civil Engineer Squadron. Major Duties: - Plans, organizes, and directs the activities of the Element. Develops Element goals and objectives that Integrate organization and Operations Flight objectives. Manages oversight of facility maintenance and customer service; data standards and analysis; Industrial control systems; pavements, utilities, electrical, mechanical, and structural systems; warranty management; contingency planning and response; service contracts for solid waste, grounds, custodial and other recurring and non-recurring purchase order contracts, the, U Fix it program; and CE vehicle management. Manages oversight of the selected Activity Management Plans (AMP) and Sub-AMP plans as assigned, tracks asset criticality and life-cycles, and measures asset performance. Coordinates plans and schedules with other organization managers and customers as appropriate. Establishes metrics and analyses systems to ensure actions are timely and reviewed at critical points. Performs self-inspection and presents detailed and comprehensive reports with any corrective action taken to supervisor. Assesses policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. - (25%) - Exercises 2nd level (or higher) technical and administrative supervisory personnel management responsibilities for 25% or more during duty time. Plans work to be accomplished by subordinate supervisors/leads, sets and adjusts short and long-term priorities, and prepares schedules for completion of work. Assigns work to subordinate organizational elements based on priorities and consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates. Interviews candidates for positions; recommends appointment, promotion, or reassignment. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Identifies developmental and training needs of employees and provides or arranges required development and training. Finds ways to improve production or increase the quality of the work directed. Provides a work environment that is free from all forms of discrimination, harassment, and retaliation. Ensures that subordinate supervisors/leads have effective interpersonal, communication, and managerial skills to supervise in a workplace with diverse employees. Develops performance standards and explains classification determinations to subordinates. - Represents the Element with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with other elements and nights Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve significant problems that arise. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or Interpretation of Issues that Impact organization, Installation, command, or agency. - Communicates and coordinates Element Issues with higher headquarters, regulatory agencies, other installation units, community officials, etc. Directs the development of briefing packages and a variety of related reports. Serves as technical consultant to public affairs on media relations Involving Element matters. Prepares or directs preparation of responses to congressional Inquiries, audit reports, Inspection reports, press releases and public concerns. Conducts or participates in public meetings, educational programs, and technical review committees. Keeps senior management informed of progress of programs and advises of any significant developments that may Impact plans. - Directs the development and execution of Element budget and work classification system in support of engineering/operations planning and execution. Ensures optimal resource decisions are made and executed every day across the Operations Flight and ensures Operations Flight data and knowledge are applied to the AMPs and Investment plans. Evaluates, recommends, and initiates emergency corrective maintenance work, preventive maintenance, troop training projects, and sustainment/enhancement work to support AMPs and associated Sub-AMPs as assigned. Develops other facility support management activities to meet project execution and execution support requirements. Ensures compliance with health, safety, and engineering rules and procedures. Ensures adherence to Federal, state, and local codes concerning health, safety, and the environment, and security policies and regulations. May serve as or oversee Contracting Officer Representative for contract programs. Knowledge, Skills, and Abilities (KSAs): 1. Knowledge of a wide range of multidisciplinary professional engineering, asset management, and operations theories, concepts, principles, standards, methods, techniques, materials, and equipment as well as knowledge standard construction and contracting regulations, practices, and procedures. 2. Knowledge of the principles of facility and infrastructure operations, repair, maintenance, and upgrade principles, theories, concepts, and procedures; customer service operations; and financial management principles and standards. 3. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 4. Skill in evaluating state-of-the-art scientific and engineering technologies and incorporating these into the operation, maintenance, repair, and upgrade of installation natural/built infrastructure. 5. Ability to analyze, plan, organize, and direct the work operations to meet program requirements and objectives with available resources; and to mentor, motivate, and appraise the staff of an organization. 6. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry. Requirements: 1. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. 2. The work may require the employee to drive a motor vehicle.
