DISTINGUISHING FEATURES OF THE CLASS: These duties involve directing the fiscal and administrative management of National Opioid Settlement funds as well as the New York State Opioid Settlement Fund Regional Abatement Program. The incumbent is responsible for overseeing the development, administration, budget, grant management, and reporting for Albany County’s Opioid Settlement program. This program will require internal reporting, as well as reporting to State and Federal entities following specific requirements. The incumbent will work closely with Albany County staff and community partners on community overdose prevention, education, harm reduction, treatment opportunities and recovery support. Work is performed under the general direction of the Commissioners of Mental Health, Health and Management and Budget or their designee. Does related work as required.

TYPICAL WORK ACTIVITIES:

· Completes all required reporting in accordance with New York State and Opioid Settlement guidelines;

· Coordinates with the Department of Health, Mental Health, and the County Executive’s Office to ensure a clear vision is shared between all departments about the short and long term goals of allocating Opioid Settlement Funds;

· Develops and implements a framework for approving and distributing Opioid Settlement Funds;

· Oversees program budget and allowable spending based on guidelines;

· Supports strategy development and local public health and behavioral health planning efforts in collaboration with Departments of Mental Health, Health, and the County Executive’s Office for spending and allocating opioid settlement funds;

· Performs administrative and fiscal oversight and management of all related programs, activities and contracts funded by the Opioid Settlement, including quality assurance of awarded 3rdparties;

· Provides engagement, capacity-building, and technical assistance on use of the opioid settlement funds, with recommendations on evidence-based activities allowable under the terms of the settlement agreement;

· Conducts policy research and drafts policy memos;

· Develops documents for multiple audiences in various formats including technical internal documents to support decision making and easily digestible public content like PowerPoints, press releases, social media, and website copy related to overdose prevention initiatives and the opioid settlement funds;

· Coordinates and engages with community members and key stakeholders on opioid overdose prevention;

· Participates and/or leads teams associated with program implementation and substance use disorders;

· Maintains, updates and provides reports on Albany County's Opioid Settlement funding plan;

· Leads procurement process as needed for program implementation including developing, negotiating, and reviewing contracts associated with opioid settlement funds;

· Pursues additional funding and support for opioid use prevention work, including grant writing and technical assistance from state and national resources;

· Adopts strategies to effectively engage individuals with lived experience as decision-makers and leaders;

· Prepares and delivers presentations to senior management, stakeholders, community partners and elected officials on the Opioid Settlement program;

· Does other related work as required.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

· Thorough knowledge of opioid overdose prevention and treatment strategies, including harm reduction;

· Thorough knowledge of project management;

· Thorough knowledge of governmental fiscal program planning and operating techniques and procedures;

· Thorough knowledge of grant writing, management, reporting;

· Good knowledge of data analysis and reporting;

· Ability to perform strategic planning and systems thinking;

· Ability to exercise independent judgment and maintain appropriate deadlines;

· Ability to interpret and apply terms of settlement and applicable federal, state and local laws, rules and regulations;

· Ability to coordinate between multiple individuals and entities;

· Ability to work effectively with professional and non-professional personnel.

MINIMUM QUALIFICATIONS: EITHER:

A. Master’s degree from a regionally accredited or New York State recognized college or university in Public Administration, Accounting, Finance, Public Health, Behavioral Health or a related field and three (3) years of in monitoring, evaluating management of fiscal and administrative operations, programs or service in a public agency; or,

B. Bachelor’s degree from a regionally accredited or New York State recognized college or university in Public Administration, Accounting, Finance, Public Health or a related field and five (5) years of experience in monitoring, evaluating management of fiscal and administrative operations, programs or service in a public agency.

Should no certified list be available, candidates appointed to this position will be serving in a provisional appointment in accordance with New York State Civil Service Law. The candidate must successfully complete a competitive examination and be eligible for appointment in accordance with Civil Service Law and the Civil Service Rules for Albany County to obtain a permanent appointment.

Job Type: Full-time

Pay: $73,000.00 - $81,600.00 per year
