What are the responsibilities and job description for the Recruitment Specialist position at Baltimore City Public Schools?

City Schools hires more than 1,000 new staff members each year, not including hundreds of Substitute Teachers and temporary employees, and also selects many continuing staff members to transition into new positions. As alarge urban school district with over 11,000 employees serving nearly 80,000 students, the district requires acomprehensive, highly strategic, and diversified approach to talent recruitment. The Human Capital Office is developing and implementing plans to transform recruitment and hiring to more effectively meet district needs.


In a district with widely distributed human capital management responsibilities, City Schools' Leadership
Framework includes Talented People as one of four leadership domains, reflecting an expectation for highly
autonomous school and District Office supervisors to effectively hire and manage talent people. While the
district provides significant hiring autonomy to school and District Office supervisors, these hiring managers in turn rely on the Human Capital Office to build and maintain large, diverse, talented pools of eligible candidates from which they can select strong matches for positions in their schools and District Office departments. Furthermore, knowing that school and District Office supervisors bring very diverse areas of specialized content expertise to their roles, the Recruitment & Selection department also must develop, maintain, and communicate clear, consistent, and equitable policies, timelines, criteria, and guidance for hiring managers so they can effectively utilize their autonomy to hire staff who demonstrate high potential to serve effectively in role and stay engaged with the district for many years.
Within the Recruitment and Selection department, the Recruitment Specialist holds primary responsibility for completing screening and determining eligibility of applicants for all positions except Teacher, Related Service Provider, Substitute Teacher, Principal, Assistant Principal, and Principal Resident positions.

The Recruitment Specialist may complete these activities for 100 or more unique positions in a typical year, contributing to the hiring of up to 500 or more internal and external hires. With the Director - Recruitment and Selection and the Recruitment Strategist, the Recruitment Specialist is responsible for maintaining, revising, and implementing standard procedures for the selection of candidates for these assigned positions. Additional responsibilities include communicating regularly with candidates to maximize the number of candidates who complete applications and to redirect candidates to positions for which they demonstrate high-potential but have not applied. The objective of this work is to ensure that hiring managers and supervisors are presented with all - and only - candidates who meet the minimum qualifications outlined in each respective job description and have clear guidance on the procedures for conducting additional selection activities and making hiring recommendations for all covered positions.


Essential Functions
  • Reviews the applications for assigned job postings of all candidates with complete applications to
    determine if each candidate meets the minimum qualifications outlined in the job description.
  • Assesses the educational background of each candidate for positions requiring specific educational
    background, including degrees, college/university accreditation, and programs of study.
  • Evaluates data on applicants' resumes and/or in application fields to determine the number of years of relevant experience according to the minimum qualifications outlined in the job description.
  • Rates/scores qualitative responses to candidate qualification questionnaires, where applicable.
  • Provides lists of eligible candidates to hiring managers, along with eligible candidates' application
    materials and guidance on selection activities, so that hiring managers can make timely hiring decisions.
  • Reports on trends in applications, applicant qualifications, and candidate experiences, including trends that are specific to one job or one job category and trends that are more general, to other staff in the Recruitment and Selection department to inform centralized recruitment and selection activities and to staff members in the Talent Management department so that Talent Management department staff can advise school and District Office supervisors appropriately regarding their own recruitment and selection activities.
  • Completes all selection activities for assigned job postings in accordance with timelines and procedures set by and with the Director - Recruitment and Selection.
  • Develops and recommends innovative methods for effectively and efficiently screening large volumes of applications so that all truly qualified candidates are captured as qualified in the district's selection
    processes and truly unqualified candidates are screened out and/or guided toward other opportunities.
  • Records appropriate notes that identify the reasons candidates are determined to be qualified or not.
  • Leverages technology to enhance prospective employee engagement.
  • Represents the Recruitment and Selection department to internal and external candidates, serving as a key ambassador for the Human Capital Office and conveying the team's strategies, priorities, and core values at all times.
  • Collaborates with the Human Capital Knowledge Management and Strategy department to leverage all available tools and/or build new tools within the Applicant Tracking System to facilitate effective and efficient candidate assessment and selection activities.
  • Supports analyses of data related to candidate assessment, screening, qualification reviews, and selection activities to measure the impact of these activities on the department's operations and on the district's ability to hire high-potential, diverse, highly-engaged staff members who will say for many years.
  • Develops and delivers materials, tools, trainings, and other professional learning opportunities for hiring managers in a variety of areas (e.g., interview/screening techniques, candidate engagement, etc.).
  • Collaborates with the Talent Management department to ensure that school and District Office
    supervisors have the data, tools, training, and clearly articulated processes needed to make informed
    recruitment and selection decisions.
  • Monitors school and District Office supervisors' satisfaction with the department's selection activities
    and develops and executes improvement plans to increase satisfaction.
  • Collaborates with the Employee Engagement department to provide useful information for Employee
    Engagement liaisons to share with prospective employees and to ensure that individuals experience a
    positive and consistent transition from their status as candidate to their status as new hire.
  • Collaborates with the Employee Effectiveness department to build and maintain alignment between roleor category-specific, competency-based selection activities and elements of professional practice
    included in the district's evaluation frameworks.
  • Collaborates with the Talent & Organizational Development department to build and maintain alignment between role- or category-specific, competency-based selection activities and learning and development strategies, tactics, and activities offered and coordinated by the Human Capital Office.
  • Keeps abreast of changes in City Schools' policies, procedures, negotiated agreements, school/student achievement and business function data, performance data and core human capital areas as they relate to delivering quality human capital services to all customers and increasing workforce effectiveness.
  • Prepares and distributes communications concerning policies and procedures to ensure staff is well
    informed and knowledgeable about human capital matters.
  • Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies and the professional standards.

Desired Qualifications

Required: Bachelor's degree in human resources, business administration, organizational leadership,
marketing, communications, education, or a closely related field from an accredited college or
university.
o Candidates with a Bachelor's degrees in a field not closely related to one of the six named fields
may substitute one additional year of experience (outlined below) in place of study in a field
closely related to one of the six named fields.

Required: At least five years of experience in at least one of the following, specific human capital
functional areas: recruiting, staffing, candidate qualifications and assessment, employee evaluation,
talent development, employee engagement, and/or human capital data and systems.
ADDITIONAL SKILLS AND EXPERIENCES WE SEEK
? Experience working directly with Principals and/or District Office supervisors in a K-12 school district
or network of schools.
? Advanced skills in the use of Windows environment and applications including Microsoft Word, Excel,
PowerPoint, and Outlook.
? Experience in using Human Resource Information Systems (HRIS) such as Taleo, Oracle, or PeopleSoft.
? Knowledge of principles and processes for providing customer and personal service to include customer
needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
? Familiarity with local, state, and federal laws, policies, regulations, and guidelines related to
employment, human capital/human resources, and talent management.
? Ability to objectively analyze data and make recommendations on a variety of administrative issues.
? Ability to remain flexible in a creative and challenging work environment.
? Excellent oral, written, and presentation skills.
? Excellent interpersonal and organizational skills with demonstrated ability to identify, prioritize,
organize tasks in order to efficiently and effectively accomplish assigned and self-generated tasks.
