Position Summary:
The Human Resource Generalist will perform daily HR functions to include interviewing staff, administering benefits,processing leaves, and enforcing company policies and practices.
Essential Duties and Responsibilities:
FMLA, LEAVE ADMINISTRATION & WORKERS COMPENSATION:
- Communicates with employees regarding their needs for leave and/or modified work schedules. Ensures that employees are aware of their responsibilities and of any documentation and notice required to qualify for and to take leave.
- Handles the FMLA leave administration process from the employee’s initial notice of the need for leave to the return to work. This includes gathering and completing all required paperwork, determining leave eligibility, designating leave as FMLA-qualifying, requesting medical certification as needed, and accounting for intermittent and reduced schedule leave use.
- Maintains reasonable communication with employees on leave to facilitate smooth and timely return to work; relays communication between employees and their managers during leave within reason.
- Advises managers and employees on the interaction of leave laws with paid time off, workers compensation, and short-term and long-term disability benefits.
- Oversees the return-to-work process for employees returning from extended FMLA, workers compensation, or other leave(s).
- Facilitates other leave requests, which may include accommodation requests under the ADA.
- Drafts, recommends and implements revisions to leave policies to ensure compliance with federal, state, and local laws and regulations.
- Maintains complete and accurate records of leave and accommodation requests in accordance with specified legal requirements and documentation of best practices.
- Preserves confidentiality of employee medical documentation and files.
- Maintains knowledge of all applicable leave and accommodation laws including the FMLA, ADA, and state and local laws.
- Conducts and develops training sessions on leave and disability practices for supervisors and managers.
- Determines eligibility for and sends requests associated with the leave share donation program.
GENERAL HR FUNCTIONS/ EMPLOYEE RELATIONS:
- Provides consultation to employees to address employment issues such as: labor relations and human resource inquiries related to policies, procedures, and bargaining agreements; refers complex matters to HR Director.
- Maintains compliance with federal, state, and local employment laws and regulations (FMLA, FLSA, ADAAA, OSHA,etc.), and recommended best practices; reviews policies and practices to maintain compliance regulations, and county policies.
- Assists with recruiting efforts and performs candidate interviews with department heads.
- Performs Onboarding functions for new employees.
REPORTING, HRIS ADMINISTRATION:
- Assists with preparing and submitting required quarterly reports for employers per mandated state and federal report guidelines.
- Assists with preparing and submitting annual payroll reporting for work comp premiums, and other statistical reports.
- Assists with preparing and submitting annual and semi-annual benefits reports (non-discrimination testing, ACA, etc.). Back-up for 1095-C reporting.
- Manages the administration of Worker’s Compensation and ADAAA and verifies the adherence to the regulations.
- Process worker’s compensation claims & premium payments and acts as contact for follow-up documents/issues.
- Prepare annual OSHA 300 Log.
- Provides technical support, troubleshooting, and guidance to HRIS users.
PAYROLL:
- Have a working knowledge and understanding of the bi-weekly payroll processing to perform functions in the event of staff absence or other time of need.
- Have knowledge and understanding of the Year End Payroll Processing, creating, editing, and final printing of W-2process, submissions to SSA and State of MN.
Qualifications
Education and Experience:
- Bachelor’s degree in business, human resources, or a related field required.
- At least two years of human resource experience preferred.
- HR certification a plus

Entry hourly wage range of $28.98 to $32.50, DOQ.
