The Supportive Services for Veteran Families (SSVF) Program Manager is a member of Supportive Services for Veteran Families team of Catholic Community Services. This position manages a team of 1 lead Case Manager and 3-6 Case managers in CCS Southwest; and assists in the coordination of services and the provision of temporary financial assistance to households who are homeless or at risk of homelessness for one federal VA grants (SSVF).
1. Client assignment, monitoring housing stability plans and approving Temporary Financial Assistance (TFA);
2. Resource management for SSVF leads and case managers in regards to community and VA appropriate needs to include scheduling outreach and screening opportunities in CCS’ Southwest region, provide leadership as part of Veteran Coordinated Entry efforts in various communities, coordinating with additional SSVF grantees in the region as well as advocacy for VA specific housing resources for and with current veteran households.
3. Case file review for ongoing quality assurance, training and grant compliance in accordance with mandatory SSVF certifications.
4. In conjunction with the RRH Program Director and SW region Program Manager II, monitor overall SSVF budget of $23 million from two grants (King, Pierce and Balance of State) to include personnel, temporary financial assistance, other non-personnel expenses and administrative expenses.
5. Assist in writing grant applications and renewals
6. Participate in all mandatory regional meeting, phone calls and webinars- disseminate information to staff;
7. Coordinates closely with Data Administrator and staff to ensure a continued data integrity for data standards across SSVF grant expectations.
- Assist in the hiring process to fill open CM and support positions for SSVF KC.
This position works closely with the RRH Program Director and Program Manager II to provide support as requested with the overall objective to provide outstanding case management to all households in CCS SSVF programs.

POSITION RESPONSIBILITIES
All duties work in partnership with the SSVF Program leadership-
- Supervise and mentor a team (approximately 4-6 staff) in the Supportive Services for Veteran Families Program in Southwest (Pierce, BOS North and BOS South) to provide coordinated wraparound services to eligible households. Employee accomplishes this responsibility by completing the following tasks:
a. Assure consistency, eligibility, and timeliness of assistance payments for rent, utilities, and other approved needs;
b. Assure SSVF client eligibility for services at program entrance and while in program- ie- income limits, time in program and minimum case management expectations;
c. Coordinate with HMIS CCS Data Administrator to maintain a >95% data compliance for monthly repository uploads and overall HMIS data standards;
d. Coordinate training of case managers in all aspects of SSVF project requirements;
e. Update CCS SSVF Policies and Procedures manual on a quarterly basis to include programmatic and case management changes.
- Be familiar with Supportive Services for Veteran Families grant policies and procedures as well as allowable expenses, budgets and coordination of services.
- Provide leadership in coordination with Data Administrator in completing monthly repository uploads and updating the Community Plan to End Veteran Homelessness.
- In conjunction with SSVF leadership complete required reporting documentation for the SSVF grant.
- In conjunction with SSVF Program Managers complete required year end reports for SSVF grant.
- Coordinate completion of client incident reports to CCS clinical manager (SSVF) as well as SSVF national office.
- Prepare for and manage annual monitoring visit for SSVF grants as appropriate to include any responses to concerns or finding(s).
- Coordinate with accounting department for compliance of grant expenditures and allowable costs to include communicating concerning needs for monitoring visit, budget changes and regional expense tracking.
- In conjunction with the SSVF Program leadership, coordinate budget modifications as needed on a quarterly basis.
- Maintain HMIS end user certifications and trainings.
- Provide leadership to case management team while promoting a cooperative, team environment. Support, teach, and mentor SSVF case managers to ensure ongoing growth in skill level and experience working with issues impacting homeless and at-risk Veteran households.
a) Employee accomplishes this responsibility by completing the following tasks:
Perform monthly review of case files, case notes, and other pertinent information for quality assurance, compliance with funding contract requirements, and training opportunities for case managers. Includes quarterly meetings bringing all regions together in preparation for annual monitoring visit;
b) Serve as a resource for case managers including problem solving techniques and ideas, available community resources, case management strategies, and dealing with problems and crises arising with program households;
c) Serve as point of contact for case management issues;
12. Attend meetings as necessary and represent CCS Supportive Services for Veteran Families
Employee accomplishes this responsibility by completing the following tasks:
a) Attend meetings as required by Program Director;
b) Attend appropriate training workshops and opportunities to continually improve knowledge and skills;
c) Share appropriate information with other staff.
13. Plan an annual SSVF staff retreat to include training opportunities and quarterly regional meetings in preparation for annual SSVF monitoring visits.
Grant Renewal:
a) Collaborate with RRH Program leadership and CCS Grant Writer to provide required written statements around the SSVF Renewal application and NOFA.
b) Coordinate yearly SSVF client focus groups
c) Collaborate with multi county SSVF grant around CARF accreditation requirements for multi-year SSVF funding opportunities.
Fiscal Responsibility:
a) Review monthly all SSVF funds expended for assigned region on a monthly basis. Work with SSVF Program leadership to expedite the expenditure of funds in a timely and accurate manner in accordance with Federal spending guidelines.
b) Review all Temporary Financial Assistance spent on SSVF enrolled veteran households.
c) Approve Temporary Financial Assistance for SSVF clients and insure all expenditures are within the Federal SSVF grant guidelines.
d) Maintain a CCS credit card for use for client needs. This account is to be reconciled on a monthly basis.
Community Engagement:
a) Coordinate with Washington Department of Veteran’s Affairs subcontractor regarding outreach and referrals to program.
b) Facilitate or participate in wraparound meetings and coordinate services for referred households with VA, Vet Center, Department of Labor, and other community partners to best help households to become rapidly rehoused and rent independent within the prescribed time allotment for grant.
c) Meet with SSVF partner agencies and VA to regularly work through processes and referrals.
d) Provide leadership responsibilities identifying and naming every homeless veteran in the Pierce OR BOS Continuum of Cares (CoC) in order to meet the goal of ending veteran homelessness.

MINIMUM QUALIFICATIONS: (Qualifications which applicant must possess to be considered for position).
1. Bachelors of Arts or Bachelors of Science in Social Services or related field or 4 or more years of leadership experience in the human services field.
2. Minimum 3 years’ experience in case management.
3. Minimum 1 year experience supervising staff.
- An understanding of and experience with military culture.
- Excellent people skills including the ability to handle difficult people.
- Excellent written and oral communication skills.
- Good driving record and valid driver’s license and insurance. Ability to drive between Pierce, Kitsap, Mason, Grays Harbor, Lewis, Thurston, Pacific, Cowlitz, and Wahkiakum Counties.
- Positive attitude and willingness help out where needed. Results oriented.
- Good organizational and time management skills.
- Ability to accommodate flexible hours.

- Military Veteran
- Masters Degree in Social Work, Psychology, or related field w/ 2yrs experience.
- 3 years’ experience supervising staff.
- Knowledge and experience with Wraparound facilitation and/or Motivational Interviewing approaches.
- Experience & knowledge of homelessness and issues of poverty.
- Good knowledge of area resources.
