The Public Works Utilities Supervisor is a member of the Public Works Department’s management team. This position supervises 13 members of our water, stormwater, and wastewater groups who provide vital services to the community.

The Public Works Utilities Supervisor plans, assigns, schedules, evaluates and supervises the work of subordinate staff. Typical responsibilities include the creation of short- and long-term work plans, making recommendations regarding resources and funding, and ensuring that projects are completed on time, within budget and with expected quality.

- Manages the Stormwater, Water, Sewer and Wastewater Treatment work groups in the Operations and Maintenance division of Public Works.
- Supervises skilled and semi-skilled maintenance and support staff; provides technical direction and assistance; schedules, assigns and prioritizes work; works with crew and management staff to identify and resolve problems; oversees activities of volunteers or community service workers as required.
- Assesses the condition of water, sewer, stormwater, and wastewater systems; conducts field inspections; identifies and prioritizes repairs as needed.
- Administers budgets; analyzes and makes purchasing decisions; develops weekly, monthly and annual work plan and schedules; ensures personnel, materials and equipment are available for scheduled and emergency work.
- Coordinates project development and administration with Engineering staff, other city departments and/or outside agencies; develops bid specifications; obtains work estimates; coordinates and monitors contractors’ work for compliance with standards.
- Independently or through subordinate staff, provides technical advice on installation and maintenance aspects of construction projects; interprets and explains design and construction specifications; makes corrections; recommends and takes alternative courses of action where appropriate.
- Provides assistance and supervision to subordinates in planning and implementing programs; selects, trains, motivates, coaches and evaluates staff; establishes and monitors employee performance objectives; provides or coordinates staff training in safe and proper work methods.
- Meets regularly with staff to discuss and resolve priorities, workload and technical issues.
- Facilitates problem solving within the division; encourages a high degree of collaboration, communication and feedback between employees and supervisors; leads by example by maintaining high standards of behavior and performance.
- Responds verbally and in writing to inquiries from the public, city staff and other governmental agencies; investigates and responds appropriately to service complaints or requests for work; makes determination of responsible party; ensures prompt follow-up to requests and refers concerns to appropriate supervisor as needed.
- Reviews, prepares and maintains records; reviews and creates work orders; reviews and drafts policies and procedures; prepares reports, makes presentations as required.
- Develops and administers new and ongoing operation and maintenance programs related to assigned activities.
- Keeps current on industry or trade-specific maintenance issues and work practices.
- Participates in emergency management planning, training, and response coordination; anticipates, prepares for, and responds to emergencies and weather-related events on a 24-hour basis; identifies and directs emergency operations and repairs.
- Maintains timely and regular attendance.

License and Certification Requirements
- Valid Washington State driver’s license is required.
- Successful completion of a pre-employment background check is required.
- Washington State Traffic Control Flagger’s certification is required within twelve months of hire.
- Washington State Water Distribution Manager II certification is required within twelve months of hire.
- Washington State Cross Connection Control Specialist certification is required within twelve months of hire.
- Washington State Wastewater Collection Specialist II certification is required within twelve months of hire.
- Certified Erosion and Sediment Control Lead certification is required within twelve months of hire.
- OSHA 40-Hour HAZWOPER certification is required within twelve months of hire.
This position is not eligible for a hybrid (in-office and telecommuting) work schedule. The regular work schedule is generally Monday through Friday, 7 am to 4 pm. Work is performed in an office which is busy, oriented to public service and subject to occasional work interruptions. Noise level is moderate. Position frequently requires outdoor work, which includes driving a vehicle. Outdoor environment can include uneven and unstable walking surfaces, tripping hazards and inclement weather conditions. Responding to emergencies and inclement weather before or after regular work hours is required.
Physical Requirements
Continuous repetitive arm/hand movement is essential to performance. The incumbent in this position must be able to discern voice conversation, have the physical ability to perform essential job functions, and have hand-eye coordination sufficient to operate computers, do keyboarding and operate other office equipment. The incumbent must have the ability to produce legible handwritten documents and may need to push, pull, lift and carry up to 20 pounds.
Additional Salary/Benefit Details
The salary range is $9493-$11,904 per month. The hiring range is $9493-$10,631 per month. Step increases are attained annually based on satisfactory performance.
